Job description:Lead the Information Technology Department, ensuring alignment with business objectives and regulatory requirements.Oversee IT operations and development, including infrastructure, applications, and system governance, to maintain reliability and compliance in banking services.Manage and deliver IT projects, covering system development, upgrades, compliance, and digital transformation initiatives, ensuring completion on time, within budget, and in scope.Maintain effective communication with business units, senior management, regulators, and external partners to identify IT needs and resolve related issues.Administer IT budgets (CAPEX and OPEX), procurement, and vendor management to optimize costs and service quality. Negotiate and monitor vendor contracts and service level agreements (SLAs).Collaborate with security, risk, and compliance teams to ensure adherence to local banking regulations, cybersecurity frameworks, and internal IT policies.Conduct IT risk assessments and audits, implementing appropriate controls to mitigate potential risks.Support strategic IT initiatives from the Head Office and Regional Office, maintaining procedural documentation consistent with regional standards and guidelines.Coordinate and conduct Disaster Recovery (DR) drills regularly to ensure the readiness of critical systems at the DR site.Manage event, incident, problem, and capacity management processes to ensure continuous availability and regulatory compliance of IT services from both main and DR sites.Monitor IT demand versus resource capacity, ensuring sustainable service delivery. Lead, mentor, and develop IT staff to strengthen technical capabilities and enhance overall performance in managing existing systems and implementing new technologies.Job requirements:University degree or Master’s in Computer Science, Information Management, Commerce/Business Administration, Banking and Finance, or equivalent.Strong expertise in banking IT systems, including operations, infrastructure, cybersecurity, cloud services, and software solutions.Extensive experience leading complex IT projects and digital transformation programs, with proven skills in resource allocation, budgeting, stakeholder management, and task coordination.Ability to develop and implement IT strategies aligned with business objectives and regulatory requirements, complemented by strong analytical skills in planning, governance, and risk management.Proven leadership experience in the FSI sector, motivating and managing diverse IT teams across infrastructure, application development, support, and security domains.Technical proficiency in Microsoft Servers, virtualization, networking, security, SDLC, programming languages, application architecture, QA/testing, and security best practices.Solid understanding of banking operations, including domestic and cross-border payments, AML/KYC, MIS/data marts, treasury, and investment banking.Effective and confident communicator, capable of engaging with senior management, business units, peers, and subordinates, providing clear and detailed explanations.Well-versed in Vietnam’s banking IT regulatory framework, including IT operations, cybersecurity, data protection, and compliance standards.Strong knowledge of ITSM processes, with a proven track record of monitoring, controlling, and optimizing IT services.
