*ENVIRONMENTAL PROGRAM MANAGER*_\*\*\* This position requires travel approximately 50% to 75% of the time to various facilities in the United States, including rural and tribal areas. \*\*\*_At *Heartland Consulting* we are looking for a highly competent and experienced *Environmental Program Manager* to integrate our team of specialists to lead the implementation and evaluation of environmental management programs. This function will oversee a multidisciplinary team of program auditors and technical staff that will conduct nationwide environmental compliance audits at more than 50 federal and tribal facilities.
The program manager will ensure alignment with ASTM E2107-20 standards and legal requirements under CAA, CWA, RCRA, TSCA, NEPA and other federal environmental laws. This is a high-impact function focused on programmatic compliance, technical excellence and project implementation within a complex regulatory environment. The ideal candidate will have strong experience in environmental and regulatory audit programs, exceptional organizational skills, and proven experience in federal government contracts. *KEY ROLES AND RESPONSIBILITIES* Lead end-to-end program implementation in all phases, including audit planning, field operations, reporting and technical assistance. Serve as primary point of contact.
Monitor the development and implementation of the Quality Control Plan (QCP). Coordinate logistics, schedules and deployment of resources for more than 50 site audits over three years. Ensure that all deliverables (audit reports, technical records, SharePoint data loads, close submissions) are submitted on time and in accordance with federal requirements. Facilitate quarterly and annual review meetings; present findings, trend analysis and performance indicators. Support policy alignment and propose regulatory updates when needed. Monitor and advise a team of environmental auditors and support staff, ensuring there are no conflicts of interest and that federal standards are fully adhered to.
*REQUIRED PROFESSIONAL PROFILE* Bachelor of Environmental Sciences, Environmental Engineering, Public Administration or related field (Master's degree preferred). Minimum of 7 years of experience in project/program management, preferably in federal environmental compliance or audit contracts. Strong working knowledge of applicable federal environmental regulations and standards (CAA, RCRA, TSCA, FIFRA, NEPA, etc. ). Proven ability to manage multi-site and multi-year environmental projects with remote equipment and complex logistics. Exceptional communication, reporting and stakeholder management skills. Familiarity with ASTM E2107-20, EMS systems, and SharePoint-based compliance platforms. PMP certification, ISO 14001 knowledge or audit credentials (e. g. CPMS, CHMM, CEA) are an advantage.
