Metro Children Services Team is a mission-driven organization providing Early Intervention (EI) and Home and Community-Based Services (HCBS) across NY. We are committed to quality, compliance, and compassionate care — and we are building a team of dedicated professionals to support that vision.Position Summary:The HR Manager will lead and oversee all human resources operations across the organization. This includes credentialing and onboarding, employee clearances, benefits administration, staff engagement and retention, and HR compliance across multiple programs. The role will collaborate with leadership and department heads to support current needs and prepare the organization for continued growth.Key Responsibilities1. Strategic HR Leadership· Develop and implement Human Resources strategies that align with organizational goals and evolving program needs.· Collaborate with leadership and department heads to anticipate workforce requirements and provide tailored HR solutions.· Design and implement succession planning initiatives to identify and cultivate internal talent.2. Credentialing and Onboarding· Review and process applications for new therapists and staff.· Conduct regulatory clearance requirements, background checks, and reference verifications.· Facilitate new employee notifications, orientations and ensure mandatory trainings (e.g., Confidentiality).· Create/Maintain Personnel Files that meet regulatory requirements· Create Provider Profile in Metro’s program platforms· Monitor credential expiration timeline monthly and reach out to staff in a timely manner to obtain current documentation and maintain up-to-date credentials.3. Benefits Administration· Administer health, dental, vision, 401(k), COBRA, FMLA, PFL, and disability benefits.· Coordinate with benefit providers and brokers on renewals, compliance, and employee communications.· Maintain up-to-date records in related platforms· Evaluate benefit plans annually and make recommendations to leadership.4. HR Data & Payroll Coordination· Update employee records for address, contact info, bank details, etc.· Serve as backup for payroll processing· Ensure timely submission of payroll changes including new hire info, deductions, and benefits updates.· Processes all requests for rate increase, prepares a revised agreement; informs Finance Dept of any rate change for a particular provider· Collaborate with the Finance Department to resolve payroll issues and changes in deductions or contributions.5. Employee Relations & Engagement· Handle employee grievances, mediate workplace conflicts, and conduct investigations when necessary.· Build trust and open communication with employees, so staff feel heard and valued.· Encourage employee feedback through regular check-ins, surveys, or informal conversations.· Respond promptly to issues employees raise—whether related to workload, interpersonal conflict, or morale.· Create a positive work environment that supports retention and satisfaction.6. Performance & Compliance Management· Develop job descriptions in collaboration with department leads.· Manage the performance evaluation process to ensure regular feedback, growth planning, and accountability.· Draft HR policies and ensure federal and state posting compliance.· Conduct ongoing licensure and credential checks.7. Termination & Resignation Process Oversight· Review progressive discipline documentation.· Coordinate final paycheck calculations and benefit settlements.· Lead discharge meetings with appropriate staff involvement.· Reviews and responds to unemployment claims from NYS Labor Department· Facilitate exit interviews and ensure knowledge transfer and proper offboarding procedures.Required Qualifications· Bachelor’s degree· Minimum 1-3 years of HR management experience, preferably in healthcare, behavioral health, or education services.· Familiarity with NYC-based EI, HCBS, or similar compliance frameworks is a strong plus.· Knowledge of employment law, HIPAA, and credentialing requirements.Ideal Candidate Attributes· Detail-oriented and highly organized.· Approachable and effective communicator.· Able to manage sensitive information with discretion.· Comfortable working across multiple programs and departments.· Ready to contribute to the growth and scalability of HR systems.Why Metro Children?
