Job Title: HR ManagerLocation: Riyadh, Saudi ArabiaReports to: HR Director at China HeadquartersJob OverviewWe are seeking an experienced and dynamic HR Manager to join our team in Riyadh. This role will be fully responsible for all human resources operations in Saudi Arabia. The ideal candidate must be proficient in Saudi labor laws, visa processing, and social insurance policies, capable of independently managing end-to-end processes from recruitment and onboarding to daily personnel administration. You will serve as a critical bridge between the China Headquarters and the local Saudi team.Key ResponsibilitiesRecruitment and StaffingManage full-cycle recruitment for all positions in Saudi Arabia, including needs analysis, channel selection, resume screening, interview scheduling, and job offers.Proficiently use and optimize various recruitment templates (e.g., job descriptions, interview evaluation forms, offer letters).Build and maintain a local talent pool to ensure timely filling of critical roles.Employee Visa and Compliance ManagementLead the end-to-end process of obtaining Saudi work visas and residency permits (IQAMA) for expatriate employees, including Chinese nationals.Stay updated on the latest policies and regulations from Saudi government authorities such as the Ministry of Labor and Ministry of Interior, ensuring 100% compliance in HR operations.Act as the primary point of contact for government agencies (e.g., Ministry of Labor, General Organization for Social Insurance, Ministry of Interior) to build and maintain strong relationships.Compensation, Benefits, and Social InsuranceLiaise with local social insurance authorities to accurately and promptly manage employee registrations, contributions, updates, and cancellations under the GOSI scheme.Oversee employee attendance and payroll processing, ensuring accuracy.Administer employee benefits, including medical insurance and annual leave management.Employee Relations and Daily OperationsHandle employee onboarding, probation, transfers, contract renewals, and separations.Maintain and update employee personnel records (both electronic and physical) with accuracy and confidentiality.Serve as the first point of contact for employee inquiries regarding HR policies, proactively addressing employee relations issues to foster a harmonious work environment.Cross-Cultural Communication and CoordinationFacilitate efficient and accurate communication and coordination between China Headquarters management and local Arab/international employees.Support team-building and integration efforts in a Sino-Arab cultural context.QualificationsMandatory Requirements:Bachelor’s degree or higher in Human Resources, Business Administration, or a related field.Minimum of 2 years of experience in generalist HR roles, with practical experience in Saudi Arabia being essential.In-depth knowledge of Saudi labor laws, visa (IQAMA) procedures, and social insurance (GOSI) regulations, with a proven track record of successful implementation.Fluent in spoken and written English, with the ability to use it as a working language.Excellent communication, coordination, and interpersonal skills, capable of effectively engaging with employees at all levels and government officials.Ability to independently resolve complex issues and manage multiple tasks, with a strong focus on details and results.Preferred Qualifications:Proficiency in Chinese is a significant advantage.Prior experience working in multinational or Chinese companies in Saudi Arabia.Familiarity with local Human Resources Information Systems (HRIS).We OfferA competitive market-based salary and benefits package.Statutory social insurance and benefits.Opportunities for career development and growth.A dynamic and supportive international working environment.
