OverviewJob DescriptionThe HSE Director will provide strategic leadership, technical guidance, and assurance across all project packages, including Civil Works (Abu Dhabi and Dubai), and Rail Systems. The role includes auditing, incident investigation, emergency preparedness, and supporting contractors in developing and implementing robust HSE plans and procedures. The HSE Director will also lead continuous improvement initiatives, performance monitoring, and stakeholder coordination.Your roleStrategic Oversight & ComplianceLead the implementation of the project-wide HSE strategy and ensure alignment with the Contract and UAE regulatory frameworks. Review and accept contractor HSE plans, procedures, and emergency response strategies. Ensure compliance with international standards (e.g., ISO 45001, OSHA) and client-specific requirements. Contractor Support & AssuranceGuide contractors in resolving HSE issues and closing out audit findings. Ensure designated HSE personnel are present and active on site as per the approved Project Organization Plan. Provide technical advice and corrective action guidance in cases of non-conformance. Auditing & InspectionsDevelop and maintain a comprehensive HSE monitoring programme. Conduct regular site audits, inspections, and leadership tours. Document findings and ensure corrective actions are implemented and tracked to closure. Training & OrientationOversee delivery of HSE orientation and specialized training for all personnel prior to commencing work. Monitor contractor HSE awareness programmes and toolbox talks. Incident Management & Lessons LearnedLead investigations into all incidents, accidents, and near misses. Review and accept contractor investigation reports and lessons learned documentation. Ensure root cause analysis is conducted and findings are communicated across the project. Emergency PreparednessReview and monitor contractor emergency response plans for scenarios including fire, medical emergencies, and adverse weather. Ensure drills are conducted and emergency equipment is maintained and accessible. Performance Monitoring & Continuous ImprovementAnalyse HSE performance reports and corrective action trends. Lead monthly HSE campaigns and workshops. Identify opportunities for improvement and implement strategic initiatives. Stakeholder EngagementLiaise with client representatives, regulatory authorities, and contractors on all HSE-related matters. Support technical teams in stakeholder meetings and engagements. Ensure smooth coordination of HSE requirements during handover and asset transfer. Reporting & DocumentationProvide inputs to Weekly and Monthly Progress Reports, including HSE performance metrics, incident statistics, and audit summaries. Maintain comprehensive records of inspections, training, incidents, and corrective actions. About YouBachelor's or in Engineering, Safety, Environmental Management, or related technical discipline.( Master's degree preferred) Minimum 20 years of experience in HSE leadership roles on major infrastructure projects, with at least 5 years in rail or transport. Professional membership of a recognised safety body (e.g., IOSH, NEBOSH, BCSP). Strong knowledge of UAE HSE regulations and international standards. Excellent written and verbal communication skills in English. Valid UAE driving license.
