Young Power in Social Action (YPSA) is looking for Human Resource and Administration ManagerJob Description / ResponsibilityDepartment Operations - HR & AdminLocation Cox’s Bazar, BangladeshTravel 20 % Field (Need Based) & 80 % OfficeReports to CXB Project LeadReporting to this position HR & Admin OfficerCommunity Partners International (CPI) is a U.S.-based nonprofit donor organization working with local partner organization Young Power in Social Action (YPSA), to expand access to quality health services and generate the resources, local capacity, and coordination necessary for partners and the community to meet their health and community needs.Primary ResponsibilitiesHR Management: Oversee and guide recruitment process and selection, manage the orientation and exit processes, and ensure compliance with organizational and government guidelines. Maintain and update employee records, manage performance evaluations, and oversee staff development and training.Policy Development: Lead the development and review of HR policies, ensuring alignment with local labor laws and organizational goals. Collaborate with senior management in strategizing HR plans and procedures.Team Management: Provide leadership and coaching to the HR & Admin team, ensuring efficient resource utilization and team development.Administration Oversight: Manage office administration, including budgeting and forecasting, contract management, and ensure a safe and efficient working environment.Compliance and Reporting: Ensure adherence to statutory requirements and regulations, and prepare timely HR and administrative reports.HR ResponsibilitiesStaff Engagement & Onboarding: Oversee staff engagement at YPSA/CPI`s Cox’s Bazar office, managing the orientation process for new hires and facilitating smooth exit procedures.Recruitment Management: Guide process of job postings tailored to staffing requirements, oversee resume screening, coordinate interviews, and ensure diligent documentation throughout the recruitment process.Strategic HR Planning: Collaborate across departments to devise comprehensive recruitment strategies, encompassing recruitment, contracting, onboarding, compensation, benefits, and performance management.Compliance & Efficiency: Ensure adherence to YPSA/CPI policies and National Labor Law, managing the hiring and separation processes transparently and efficiently.HR Directory Maintenance: Regularly update the HR directory, and assist in creating and revising job descriptions in conjunction with line managers.Compensation & Benefits Oversight: Regularly assess and update compensation and benefits structures to maintain competitiveness and fairness according to organizational policy.Contract Management: Efficiently manage staff contracts, transfers, promotions, and status changes, ensuring compliance with organizational policies.Disciplinary & Separation Processes: Handle disciplinary actions and terminations, providing prompt responses to HR inquiries and feedback.Record Keeping & Compliance: Maintain up-to-date, compliant employee files, ensuring readiness for audits and organizational transparency.Policy Development & Implementation: Regularly update and implement HR policies, coordinating with senior management for policy reviews and approvals.HR Strategy & Budgeting: Support development of the Human Resource Plan, including recruitment strategies and HR budget planning.Payroll & Analytics Management: Lead payroll processing in collaboration with the Finance Department.Administration, IT, Safety & Security Management:Staff Wellbeing Arrangement: Manage plans, itinerary, budgeting, logistics for staff wellbeing activities, leadership development and events.Establish administrative procedures and guidelines for the organization and guide development, preparation and implement safety and security policies and procedures to establish a safe and efficient working environment.Culture & Team Building: Foster a positive work culture through team-building activities and training programs.Staff Development: Identify staff competency needs, facilitating or organizing skills/ communication/leadership development and training sessions as required.Effectively manage & ensure fleet operationsManaging, planning, strengthening and tracking of all leases & contracts.Ensure proper documentation including but not limited to vendor contracts, lease agreements, travel forms etc.Ensure smooth running of all administrative functions for the CXB office in compliance with policies and procedures.Oversee and supervise management of support staff under Admin dept, such as office assistant, housekeeper, security guards etc.Maintain and regularly update security processes.Ensure Effective Field ManagementQUALITIES:Accountability:Holds self-accountable for making decisions, managing resources efficiently, achieving and role modeling valuesHolds the team and partners accountable to deliver on their responsibilities -
