Human Resources Administrative - Deputy Manager (Chinese speaking)

Job Description

Position SummaryAs the key administrator for the project, you will be fully responsible for all administrative, logistical, human resources, and local compliance matters related to the company’s project in Thailand. You will serve as a strategic bridge between the Chinese management team and the local Thai team as well as external stakeholders, ensuring the project operates efficiently, compliantly, and harmoniously.Key Responsibilities1. Human Resources & Local Compliance ManagementManage the full HR cycle, including recruitment, onboarding, contract management, attendance, payroll, performance evaluation, and employee relations.Ensure full compliance with Thai labor law, immigration law, taxation, and other relevant regulations.Lead the application and renewal process for work permits, visas, and extensions for Chinese expatriates to ensure legal employment in Thailand.Handle social security, provident fund, and employee welfare matters.2. Administrative Operations & Logistical SupportOversee daily administrative operations for both the project office and site, including office space, accommodations, vehicles, and supply management.Supervise the logistics team to ensure the quality and efficiency of services such as canteen, cleaning, security, and transportation.Manage administrative procurement, vendor relationships, and cost control.Establish and maintain an efficient, standardized filing system (covering HR, administrative, and legal documents).3. Finance & Asset ManagementCollaborate with the finance department to prepare and manage the administrative budget and control expenses.Supervise the registration, maintenance, and inventory of company assets (vehicles, equipment, office supplies).4. Government & External RelationsRepresent the company in building and maintaining good relationships with local government agencies (e.g., Department of Labor, Immigration Bureau, Board of Investment).Assist in handling government inspections, approvals, and public relations matters.5. Cross-Cultural Communication & Team SupportAct as the key communication bridge between the Chinese and Thai teams, ensuring accurate and smooth information flow.Assist in organizing team-building activities to promote cultural integration and team cohesion.Provide critical local insights and decision-making support to the Chinese management team.Required:Thai national or legally authorized to work in Thailand.Business-level Mandarin (speaking, reading, and writing proficiency required).Bachelor’s degree or above (any major; Business Administration, HR, or related fields preferred).Minimum of 5 years’ experience in Thailand as an Administrative Manager or in a senior administrative role, preferably in a Chinese or international company.Strong knowledge of Thai labor law, immigration law, tax, and social security regulations.Excellent communication, interpersonal, and negotiation skills.Mature, dependable, with strong organizational and problem-solving abilities; able to work under pressure.Preferred:Experience in construction, engineering, or industrial manufacturing industries.Experience managing logistics for large-scale projects.Established network with local government agencies and suppliers.
