Job Description

The HR & Payroll Manager is responsible for overseeing all HR operations and payroll activities within the Netherlands. This role ensures legal compliance with Dutch labor laws, accurate and timely payroll processing, and effective HR service delivery. The ideal candidate combines strong knowledge of Dutch employment legislation, payroll systems, and HR best practices to support business objectives and employee satisfaction.Key ResponsibilitiesPayroll ManagementManage and process monthly payroll for all employees in the Netherlands, ensuring accuracy and compliance with Dutch tax and social security regulations.Liaise with external payroll providers and tax authorities to ensure all statutory obligations are met.Oversee year-end payroll activities including annual statements (jaaropgaven) and audits.Implement and maintain payroll controls, reconciliations, and reporting.HR OperationsAdminister employee lifecycle processes, including onboarding, contracts, changes, and offboarding.Maintain and update HR records and HRIS systems in compliance with GDPR.Support performance management, compensation, and benefits administration.Ensure compliance with Dutch labor law, collective labor agreements (CAO), and internal HR policies.Employee Relations & AdvisoryServe as a trusted advisor to management and employees on HR and employment matters.Support conflict resolution, disciplinary procedures, and employee engagement initiatives.Partner with leadership on workforce planning, recruitment, and retention strategies.Compliance & Continuous ImprovementKeep up to date with changes in Dutch employment law, tax, and payroll legislation.Lead or support HR and payroll projects such as system implementations or process optimization.Develop and deliver HR policies, procedures, and employee communications.Qualifications & ExperienceEducation & Certifications:Bachelor’s or Master’s degree in Human Resources, Business Administration, or a related field.PDL (Praktijkdiploma Loonadministratie) or VPS certification strongly preferred.Experience:Minimum of 5–7 years of experience in HR and payroll management, ideally within a Dutch or international organization.Proven experience managing end-to-end payroll processes in the Netherlands.Strong understanding of Dutch employment law, tax, and social security systems.Skills:Proficient in HRIS and payroll software.Fluent in Dutch and English (both written and spoken).Strong analytical, organizational, and communication skills.Ability to handle confidential information with discretion.
