The IP serves as a TAFT instructor pilot for unit training and AH-64D/E tactical employment. The IP will conduct readiness level progression to PAF aviators. This pilot must have skills required to conduct training on Aviation Mission Planning System planning, Aircraft Survivability Equipment (ASE) procedures and AH-64D/E tactical employment curriculum to include gunnery operations. In addition, will conduct oral evaluations of all PAF pilots IAW the PAF’s training and proficiency requirements.Essential Functions Statements Background: The PAF has purchased 96 AH-64Ev6 Attack Helicopters as part of their Air Force Aviation modernization. The delivery schedule is currently projected to have six (6) AH-64Ev6 delivered in phases beginning quarter one of 2028. The United States Department of Defence has agreed to lease eight (8) AH-64D model aircraft as an interim solution until the first delivery of the AH-64Ev6. The AH-64D lease is tentatively scheduled for delivery in March/April of 2025. The PAF currently have Mi24 aircraft as their primary means of attack helicopters. They have experienced Pilots; however, they do lack expertise and experience with AH-64D/E operations and maintenance. To address this capability gap, the Security Assistance Training Management Organization (SATMO) has a requirement to provide a TAFT; to provide initial and ongoing training to the PAF, tentatively, between March 2025 through March 2030. PAF Soldiers will have attended United States (U.S.) based training coordinated by Security Assistance Training Field Activity and the U.S. Army Training and Doctrine Command (TRADOC) entailing U.S. equivalent Military Occupational Specialty training on AH-64Ev4.2. The PAF will then go through New Equipment Training (NET) for the AH-64D upon arrival in Poland. Once NET is complete the TAFT will begin Readiness Level training progression and mission training. Upon delivery of the AH-64Ev6 the PAF will attend NET again and then begin progression and mission training on the AH-64Ev6 with the TAFT. Scope: The TAFT mission will be focused on providing appropriate training to PAF on the proper operation and maintenance of the aircraft that will comprise the Polish AH-64D/Ev6 Apache Attack Battalion. The goal of 100% of available pilots to achieve Readiness Level 1, 50% of available PAF Maintainers to achieve 30 Level standards with the rest to achieve a minimum of 20 Level Standards, and all 30 Level PAF maintainers to receive Technical Inspector (TI) training. Training records will be maintained and documented to track progression. TAFT operations will primarily be conducted at Inowroclaw Air Base, Poland, but the TAFT Team may occasionally be required to operate at other locations in Poland (receiving seaport, gunnery, exercises, etc.) on a temporary basis. Long-duration changes to the duty location are anticipated but would require Contracting Officer (KO) approval. In essence, all events that the TAFT may support must be classified as training opportunities to PAF and not operational in nature. TAFT personnel will conduct progression, maintenance operations and all maintenance functions, gunnery operations, Instructor Pilot (IP) and Maintenance Test Pilot (MTP) progression, Pilot in Command development, Standard Operating Procedures (SOP), and Standardization Program development while supporting this mission. Objectives: The overall objective of the TAFT is to assist PAF in building a mission-ready AH-64D/E Attack Helicopter Company/Battalion with appropriately trained instructor pilots and maintenance support personnel capable of supporting its primary mission of Attack Reconnaissance operations. The long-term objective of this training is to develop an organic training capability within the PAF to allow long-term sustainment of this force. The purpose of the TAFT is to continue to build PAF capacity and expertise.Objective 1: Provide, and train MTP support of test flights and maintenance ground runs as the PAF assumes responsibility for AH-64D/E maintenance. Mentor PAF future MTPs prior to attending the Ft. Novosel AH-64E MTP Course. Perform TI and Production Control duties of the maintenance being performed by the PAF as their maintainers lack the specific expertise and experience to safely perform TI duties. Provide classroom, over-the-shoulder training and hands-on training to maintenance personnel on all AH-64D/E related maintenance tasks. Perform additional informal maintenance training of PAF personnel as they perform daily maintenance and scheduled inspections. Train and advise the PAF on maintenance records, forms and log-book tracking. The TAFT will ensure that maintenance is conducted by the PAF IAW the standing Air Worthiness Release (AWR). Objective 2: Conduct a progressive AH-64D/E academic, simulator and aircraft hands-on in-flight training that includes tactical employment for PAF pilots. Train in all modes of flight with a special emphasis and development on attack reconnaissance and gunnery operations. The primary focus of this objective is to qualify PAF pilots to the local equivalent of Readiness Level 1 in all modes IAW with US doctrine and training materials, and local directives and training strategies.Objective 3: Advise and assist the PAF to establish an effective AH-64D/E standardization, training and sustainment program. Train PAF Instructor Pilots to be able to continue the AH-64E training programs after TAFT mission completion.Objective 4: Advise and assist the PAF to establish effective AH-64D/E specific Logistics, Sustainment, Aircrew Life Support Equipment (ALSE) and Aircraft Ground Servicing Equipment (AGSE) programs.Objective 5: Support the development of PAF SOP for AH-64D/E handling, transportation, associated training, maintenance and administrative support.Objective 6: Perform safe-for-flight release responsibilities. Two TAFT members (senior maintenance advisors or MTP) will be appointed in writing to conduct safe for flight release TI duties. PAF personnel are not formally trained on TI duties. Provide training and mentorship to PAF maintenance personnel on TI duties for self-sustainment.Additional Training: TAFT members are authorized to demonstrate, train, and assist PAF how to perform specific maintenance and repair tasks to be performed as part of their academic and hands on instruction. The TAFT are not authorized to perform regular AH-64D/E maintenance and repairs in lieu of PAF personnel except as detailed above.Competency StatementsMust be competent and experienced as an AH-64D / AH-64Ev6 Instructor Pilot (IP).Supervisory ResponsibilityThis role has no administrative supervisory responsibilities.Work EnvironmentThis job operates in an administrative aviation, clerical, office, and Flight Line setting. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. This job requires academic, flight line and ground instructor pilot duties and aviation flight.Physical DemandsThis is an active aviation flight role; aviation flight physical abilities are required.Position Type and Expected Hours of WorkThis is a full-time position. The contractor shall be responsible for providing services, between the hours of 7:30 AM – 4:30 PM Poland local time, Monday through Friday, except holidays or when the Polish government facility is closed due to local or national emergencies, administrative closings or similar government directed facility closings. To accommodate night-time flights, with preapproval by the COR, the contractor may establish shift work hours to accommodate mission schedule requirements. No overtime (OT) is authorized. Contractor personnel shall not exceed a 40-hour work week without COR notification and approval; flexible work schedule may be considered.The Contractor Site Lead may adjust the duty day start and end times based on local requirements. The Contractor Site Lead shall designate an alternate duty location for non-holiday PAF facility closings. TAFT personnel are also PROHIBITED from participating in any operational missions of any kind except as may be required in the conduct of on-the-job training in the operation and maintenance of equipment or supporting systems. All requests and/or participation in operational missions will be discussed with the COR prior to performing and the details shall be included in the contractor’s monthly reports to the COR.TAFT personnel are PROHIBITED from participating in any flying exhibition on PAF aircraft, unless providing instruction or training to an PAF pilot during such events. The Contractor shall report to Building C3832, Ardennes St., Fort Liberty, NC to attend the FACT /SATTOC courses after training development and immediately prior to deploying. TAFT members may be required to participate in evasive driving training and handgun firing range training while attending the FACT course. If the FACT training dates do not correspond with the required start date, another location may be selected at the discretion of the COR.Phase out will adjust based upon the exercise of options and will occur during the last 30 days of that period. Training and Phaseout by the contractor will occur in those 30 days as deemed appropriate by the COR and PCO.Facility Location: The work to be performed under this contract will primarily be performed at the Inowroclaw Air Base, Poland (primary) . Pre-deployment and post-deployment performance shall be accomplished at CONUS locations.The Contractor may be required to perform at alternate locations throughout the country to support collective training activities. Trips to alternate locations (outside 50-mile radius of the place of performance) must be preapproved by the COR. The contractor should be prepared to conduct trips to support training. Each off-site outside 50-mile radius will be considered TDY. Travel requirements are: Generally, None. Must have a minimum of 500 cumulative AH-64D/E flight hours experience.Must have a minimum of 1000 cumulative AH-64D/E Instructor Pilot flight hours. Must have experience as an IP at company level or higher.Experience with developing POI, gunnery operations, and employment of the AH-64E AIM-92 Air-to-Air Stinger (ATAS) is highly desired.Experience as an Aviation Tactical Operations Officer, highly desired.Previous Security Assistance Team experience is desired. Previous experience is as an aviation Master Gunner is desired.U.S. CitizenU.S. Passport (Current)Flight time and operational experience will be considered to meet the experience stated above based on a records review by the GFR IAW DCMA INST 8210-1D.Must meet instructor qualification requirements IAW TR 350-10, TR 350-70.Contractors performing flight operations in the role of Rated Crewmember (Instructor Pilot, Instrument Flight Examiner, Standardization Instructor Pilot, Maintenance Test Pilot, Functional Check Pilot) or Non-Rated Crewmember (Flight Engineer Instructor, Flight Instructor, Crew Chief) shall adhere to minimum qualifications as prescribed by DCMA INST 8210.1D.All flying Contractor members must meet the qualification requirements of DCMA INST 8210.1D (AR 95-20) dated February 6, 2023. All Contractors must be able to conduct effective classroom and non-classroom formal and informal training to PAF in their areas of expertise.Contractor personnel performing work under this contract shall be able to read, write, speak, and understand the English language to effectively carry out all requirements associated with this PWS. They shall have a command of both the written and spoken English language to properly, clearly, and effectively communicate in person or via electronic devices (telephone or Email) with co-workers, customers, and the public.Anti-Terrorism Program for Contractor Personnel Traveling Overseas. US based contractor employees shall complete JS-US007-14 - Level I Antiterrorism Awareness Training Course prior to travelling to Poland. Per AR 530-1, Operations Security, new contract employees shall complete Level I OPSEC training within 60 calendar days of their reporting for duty and annually thereafter. Theater Clearance: The Contractor will meet all requirements for travel to Morocco listed in the Electronic Foreign Clearance Guide ( https://www.fcg.pentagon.mil/fcg.cfm ) for all TAFT and company personnel. The Contractor will request Theater Clearance via the Aircraft and Personnel Automated Clearance System (APACS), https://apacs.milcloud.mil/apacs/ . Travel Tracker/Individual Antiterrorism Plan (TT/IAP) is not required for US Army Personnel or US Army Contractors. Certificates And LicensesQualified as an AH-64D / AH-64Ev6 Instructor Pilot (IP) in the respective aircraft and have documented five years of experience.AH-64D / AH-64Ev6 Instructor Pilot (IP) must be qualified to perform aviation-training tasks IAW DCMA INST 8210.1D.Qualifications shall be made available to the COR upon request.Prior experience training or operating with Army Aviation (or Military Equivalent).FAA Second Class flight physical required for “Flight Positions”. This certification must state that the medical doctor has found no reasonably disqualifying factor during his interview, exam, and review of the SAT member’s medical history that would prevent the team member’s deployment.Current Physical (within 12 months of deployment) including appropriate FAA Medical Certification, when required.HIV testing. Personnel shall be tested, and present proof of a negative HIV test result performed within six months of deployment.All immunizations required for U.S. personnel deploying to host nation must be complete, or current. The Contractor is responsible for any COVID related costs.Employees must have all prescription medications and any required over-the-counter medications that may have limited in country or online availability in adequate supply to cover the planned duration of the SAT mission.Prior experience training or operating with Army Aviation (or Military Equivalent).Work Authorization/Security ClearanceEmployee must be a US citizen.Employees must be able to hold and maintain a Secret (or higher) Clearance Level. Security Requirements: In the performance of this contract, All TAFT members are required to have SECRET security clearances prior to deploying. The security requirements will be in accordance with a DD254, when applicable. Common Access Card and Badging. All Contractor personnel performing work under this contract shall obtain a Department of Defense (DoD) Common Access Card (CAC).Employee shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative).HSPD-12 Background Investigation requirements met to ensure Common Access Cards (CACs) are obtained by all contract or subcontract personnel assigned to work on the Government site. Deviations can be approved by KO/COR.
