Job Description

Start Date: September 2025 (not fixed - depending on current position and ability to move)Location: Sepon, Sepon District, Savannakhet Province, Laos PDRAccommodation: Own air-conditioned ensuite room in Sepon international staff compoundReporting To: Programme Manager, Deputy Programme ManagerAbout the role: Laos is the ‘most bombed country' in the world per capita, as a result of heavy aerial attacks in the 60s and 70s during the Second Indochina War. HALO has been clearing cluster munitions, large air-dropped weapons, and dozens of other types of UXO in Laos since 2012.

During 2024 the programme cleared on average over 1 million square meters and destroyed over 1000 items each month. With 1,150 staff, the Laos programme is one of HALO's largest globally, however its geographical footprint is relatively compact, comprising only one province in the central Lao panhandle. Accordingly, all operations are run out of one location shared by the programme's three operations units. The Senior Fleet Manager reports to the Programme Manager and is responsible for the effective and efficient management of The HALO Trust Laos' vehicle fleet operations, as well as general oversight of the programme's logistics department.

They shall liaise with other heads of department, including the Senior Operations Manager, to effectively support the needs of the programme. The Senior Fleet Manager shall be primarily based at the programme's operational headquarters in Sepon, a rural town which is three hours from the nearest airport, and a ten-hour drive from Vientiane, the country's capital.

The programme's fleet and logistics departments work closely with the operations team, and as such, the Senior Fleet Manager is expected to work the normal operations cycle (20-23 days on, generally from the 1st of every month, the remainder of the month on standdown), or a work-cycle that heavily overlaps with the operations cycle. ResponsibilitiesThe Senior Fleet Manager will be responsible for coordinating HALO's fleet department, keeping inventory of the fleet stores, issuing supplies and controlling the write-off of spare parts.

They are responsible for ensuring that HALO procedure is followed and ultimately responsible for the efficiency and day-to-day operations within this department. Fleet: Manage the Fleet departments to implement and continuously improve any new fleet management systems, including procurement and inventory control systems of fleet spares. Lead the development of best practices at all vehicle fleet facilities and remote work sites. Develop systems to hire, train and promote suitable drivers for the specific fleet relevant to the programme needs. Lead with vehicle accident and incident investigations and ensure lessons are identified and implemented within the region.

Work with the National Fleet Management team to ensure that:

The programme workshop has the correct number of mechanics, with appropriate skills levels and qualificationsWork/leave schedules for mechanics reflect operational requirementsEnd-of-cycle checks are conducted and any faults corrected and documented in job sheetsScheduled maintenance is carried out correctly and documented in job sheetsspare parts requirements are identified and requests and quotations are processed in a timely mannerspare parts stock is correctly managed and all stock movement recorded, Database updatedparts supplies are selected considering both price and total cost in relation to qualityidentify any unusual consumption of partsconduct spot checks to ensure that new parts are fitted and old parts returned to storevehicles are correctly registered and insuredmonthly fuel, parts consumption and mileage reports are compiledCorrect procedures for drawing fuel and stores are observed by logistics staff and drivers in all locations, including the maintenance of fuel records and log booksIdentify any excessive consumption of fuel or lubricantsManage HALO's pool of drivers by:

Ensuring all drivers and authorized driving staff hold the correct category of licenseTraining drivers on HALO vehicle proceduresCoordinating with locations and HQ on driver recruitmentTake disciplinary action against any driver breaking HALO or national regulationsEnsuring all drivers complete their logbooks for each journeyBe responsible, alongside the Location and Survey managers, for the monitoring of the discipline and good working practice of all driversTo attend weekly staff meetings with the Programme Manager and other senior headquarters staff and to report on any issues relating to the management of the fleet.

Work with the programme management and operations teams to ensure the programme is adhering to global standards to the degree possible/feasible in Laos. Report any serious incidents of wrong doing or breach of procedures to the Program Manager. Assist senior staff when required in any investigations involving accidents, possible wrong doing or breaches in procedure by staff. Continually monitor financial costs and pro-actively work to improve the efficiency and effectiveness of the running of the fleet.

In addition to managing the programme's fleet department, the Senior Fleet Manager will also work with the programme's Logistics Manager and Senior Operations Manager to oversee aspects of the general logistics department, including: Logistics:

Assisting the Logistic departments in implementing and continuously improving any new Logistic management systems (which are largely identical to fleet stores systems), including procurement and inventory control systemsManage the correct registry, use and maintenance of all programme capital and non-capital equipment within the programmeImprove the storage and accounting of spare parts as well as working with the HQ logistics team on the procurement of programme equipmentAssisting in the accurate and efficient management of stores and purchasing of supplies at a local and international levelsAssisting in the submission of requests on HALO's global procurement system for necessary equipment purchases in a timely manner, with an emphasis balancing cost efficiency with operational necessityWork with the programme management and finance teams to create and monitor procurement plans for particular donor contractsRequirementsExperience in a fleet management role, preferably with global or regional scope in the humanitarian or development sectorRoad transport international certificate of professional competence in road haulage or similarAutomotive engineering qualification, up to HNCHND or equivalent.

Ability to train other nationalities driving familiarisation on various types of vehiclesThe Senior Fleet Manager must have a knowledge of Microsoft Office.

Proficency with Microsoft Access databases, and platforms such as Netsuite, SmartSheets and Adaptive Insights, is preferredIn-depth understanding of fleet systems, vehicles and transportation safetyAbility and motivation to work in a challenging environment and to live and work in close proximity to othersExcellent communication (English) and interpersonal skills, able to build effective working relationships with national and international staffFamiliarity with mine action is desirable but not requiredPrevious experience with NGOs or humanitarian work desirableA self-starter, able to organise and manage their own timeReadiness and flexibility to live and work an operations cycle in a remote location for extended periodsAbility to multi-task, plan and prioritise tasks effectively, and work calmly under pressureEffective team player, able to motivate and create a strong team spiritPrevious experience working in Southeast Asia is desirable.
