The International Water Management Institute (IWMI), a CGIAR Research Center, is seeking a dynamic and multi-skilled candidate to join its office in Accra, Ghana, as a Senior Partner Compliance Officer. The primary purpose of this role is to support the effective monitoring of partnership agreements for the International Water Management Institute (IWMI). This role involves monitoring the financial processes and providing support to enhance the capacity of project partners/subrecipients in managing their financial responsibilities.
This role will support IWMI to mitigate financial and legal risks by ensuring that partners meet all contractual, regulatory, and financial requirements, while monitoring the effectiveness of their activities. The Senior Officer will ensure that all financial transactions align with compliance requirements in the main donor agreement and best practices in financial stewardship. Additionally, the Senior Partner Compliance Officer will support during the partner due diligence assessment process, validate partner expenses, ensure full compliance with requirements in IWMI's partnership contract, conduct training sessions, and provide recommendations to partners to implement best industry practices. DUTIES & RESPONSIBILITIES:
Develop and implement monitoring systems and compliance checklists to track project progress and performance. Prepare regular progress reports, providing insights and recommendations for projects and process improvementsRegularly monitor partners' performance to ensure that activities are implemented in accordance with the terms of the partnership agreements, donor requirements, and organizational policies. This includes conducting field visits and desk reviews to assess partners' adherence to work plans, timelines, and performance indicators. Continuously review financial reports, perform spot check of expenses and documentation provided by partners to verify accuracy and compliance with grant terms and conditions.
Also review processes to ensure partners follow internal financial controls, procurement policies, and reporting standardsCoordinate with project teams to ensure that monitoring processes are integrated into all stages of project implementation. Provide guidance on compliance with financial, legal, and ethical standards to all project staffInvestigate potential non-compliance or ethical violations within partner organizations and seek guidance from IWMI management to provide recommendations.
Collaborate with legal and finance teams to ensure proper documentation and effective resolution of any significant compliance issuesAssist in performing thorough due diligence assessments of potential and existing partners, preparing detailed reports on due diligence findings and make recommendations for partnership approvalsCarry out onsite and virtual training programs to enhance the project and financial management skills of subrecipients, focusing on budgeting, reporting, and complianceMonitor compliance with country financial regulations and ensure timely resolution of any issues that ariseExamine the expenditure forecasts of partners to see that project budget is spent as per the agreed workplansEnsure the proper documentation and archiving of monitoring and compliance data for future reference and audit purposes.
Prepare and submit detailed reports to management, summarizing partner performance and compliance statusRequirementsEDUCATIONAL QUALIFICATIONS & EXPERIENCE: Essential,Bachelor's degree in business administration, public administration, finance, or a related fieldPart qualification in the Institute of Chartered Accountants of Ghana (ICAG) / Association of Chartered Certified Accountants (ACCA)Minimum 05 years' proven experience in a compliance officer rolePrevious working experience in an auditing companyDesirable,Experience in managing partner relationships, including monitoring, reporting, and capacity-buildingKNOWLEDGE, SKILLS & ABILITIES: EssentialAbility to read, understand and interpret the terms and conditions in complex documents and agreements (e. g.

The duration of the contract will initially be for a period of three years with the possibility of extension.
