If you aspire to contribute to meaningful initiatives that make a lasting impact on the healthcare system, we invite you to join our team.We are seeking a IT Governance & Budget Senior Specialist/ Expert who will play a key role in ensuring the financial discipline, operational effectiveness, and governance maturity of Medisa’s IT organization.The ideal candidate combines analytical strength with process-oriented thinking and has hands-on experience in managing IT budgets, vendors, and technology projects within structured corporate environments.QualificationsBachelor’s degree in Engineering, Management Information Systems, Business Administration, Economics, or a related field,5+ years of experience in IT financial management, governance, vendor or project management roles,Proven experience in budget planning, financial tracking, and cost optimization,Strong understanding of procurement and contract processes, including vendor performance and SLA management,Experience with Oracle EBS or similar enterprise systems is a plus,Excellent analytical, communication, and stakeholder management skills,Fluent in English (both written and spoken).Preferred QualificationsExperience in healthcare, finance, or other regulated industries,Familiarity with ITIL, COBIT, or similar governance frameworks,Certification in Project Management (PMP) and/or Scrum Mastery (PSM, CSM).ResponsibilitiesIT Budget ManagementCollect and consolidate annual IT budget requirements from stakeholders,Develop, monitor, and report on annual IT budget plans, ensuring alignment with company financial targets,Track actual expenditures versus forecasts, analyze deviations, and propose corrective actions,Collaborate with the Finance team to ensure financial transparency and compliance,Manage purchasing requests and payment tracking via Oracle EBS.IT Vendor & Contract ManagementEstablish and maintain a structured vendor management framework for IT suppliers,Define and monitor vendor KPIs and SLAs to assess performance, compliance, and service quality,Work closely with the Procurement team during contract preparation to ensure that agreements meet IT’s technical and operational quality expectations,Review contract content from an IT perspective to ensure accuracy, clarity, and alignment with project and service requirements,Ensure that all relevant IT stakeholders provide necessary inputs during contract development and approval processes,Manage vendor communication, performance evaluations, and continuous improvement initiatives,Lead cost optimization efforts and ensure contract alignment with organizational goals.IT Governance & Process ManagementDesign and implement IT governance structures, processes, and policies that enhance operational efficiency,Document and publish procedures to ensure sustainability and audit readiness,Align IT governance with corporate audit, risk, and compliance requirements,Support continuous improvement and process standardization across IT functions.Project ManagementPlan, coordinate, and track IT projects to ensure timely, on-budget, and quality delivery,Manage project scopes, risks, and resources in alignment with business priorities,Prepare project documentation, progress reports, and steering materials for leadership visibility,Collaborate cross-functionally to ensure stakeholder expectations and dependencies are effectively managed.Scrum Mastery & Agile FacilitationAct as a Scrum Master for IT and cross-functional teams, fostering collaboration, transparency, and continuous improvement,Facilitate sprint ceremonies (planning, reviews, retrospectives) and remove impediments that hinder team progress,Promote Agile values and practices across IT to drive adaptability and efficient delivery,Coach teams on iterative delivery and value-focused prioritization.What Awaits You at Medisa?• Language Support: We enhance our English skills through online and free courses.• Dress Code: We value comfortable working and do not enforce strict dress codes throughout the year!
