Job Description

Location: KuwaitPosition: Aviation Logistics Planner, Senior - Weapons System Liaison Officer (WSLO)Overview: ITC Defense is looking for an Aviation Logistics Planner to support the Kuwait F/A-18 Program in Kuwait. This person will be the in-country representative for program coordination and relationships between United States Government (USG), Kuwait Ministry of Defense (KMOD), and Office of Military Cooperation-Kuwait (OMC-K). The candidate will be involved in program coordination and execution, F-18 Subject Matter Experts (SMEs) support, and maintenance planning. This senior level position develops solutions to international logistics planning and execution issues impacting the U. S.

government and our Ally Partner Nations in support of Foreign Military Sales (FMS) and Security Assistance. The candidate must use knowledge of all facets of aviation logistics at a significant and noteworthy level to adeptly analyze challenging and vexing logistics problems and recommend insightful and innovative solutions. The candidate takes creative approaches to all manners of logistics planning and execution issues and provides the customer with far-reaching recommendations that will advance the state of Security Assistance logistics.

Addresses the most demanding challenges within the field, including technology insertion to streamline logistics processes, fosters systems-wide efficiencies, and develops system concepts to reduce the customer’s total ownership costs. Works effectively on specific, individual weapons system issues as well as system-wide projects. Responsibilities: Support could be in any combination of (but not limited to) the following general areas: Key advisor and liaison officer between KMOD Senior Staff Officers and USG regarding Kuwait F-18 Hornet Program.

Ensures all USG recommendations are delivered to KMOD and explained in detail, and that the Kuwait Air Force (KAF) is aware and updated on efforts by the USG to resolve technical, supply, training, or support issues. Conducts weekly field visits to Ahmed Al-Jaber Air Base (AAJB) and meets with Base Commander, Operations, and Chief of Maintenance on all matters regarding their Legacy and Super Hornets. This information is then relayed back to PMA-265 for review and action.

Works on F-18 logistics and maintainability programs with maintenance organizations on issues such as technical evaluations and identification of weapons systems, logistical requirements, and resources. Provides Integrated Logistics Support (ILS) and Reliability & Maintainability (R&M) program test and evaluation planning/execution, as well as program management analysis. Serves as an authorized courier for the United States Embassy (Kuwait) for the transfer of classified material between US Embassy/KMOD and Kuwait Area of Responsibility (AOR). Works with other U. S. government activities regarding the shipments and final delivery of F-18 Hornet assets to Kuwait in lieu of a freight forwarder.

Coordinates with incoming USG repair teams to facilitate meetings, work schedule, and base access. Performs as required duties to help maintain/increase fleet readiness including driving to other bases within Kuwait to receive aircraft parts and deliver to the F-18 Program. Leads weekly WSLO teleconferences with the Kuwait Air Force (KAF) and PMA-265 discussing issues regarding fleet readiness. Provides F-18 Legacy and Super Hornet status briefings to OMC-K Chief and KMOD Director of logistics and Supplies (DLS).

Serves as the liaison with the USG in providing updates, information, and guidance to KMOD/KAF regarding the upcoming delivery and execution of the KAF F-18 Super Hornet Program. Attends meetings within the Continental United States (CONUS) in support of Legacy and Super Hornet Program. Works with OMCK training team and Naval Education and Training Security Assistance Field Activity (NETSAFA) on creating student pipeline training agendas for the Super Hornet Program as well as assisting with student manning levels. Communicates with CONUS Kuwait Liaison Officers in Virginia and Florida regarding Super Hornet program deliverables.

Works daily with KAF Contracts branch senior officers regarding all F-18 Foreign Military Sales (FMS) contracts. Conducts logistics, supportability, reliability, maintainability, and operational analyses and provide recommendations for tailoring, optimizing, and establishing logistics element requirements in support of aircraft, weapon systems, training, or support equipment (SE) programs. Provides recommendations for changes to site support including maintenance planning, phased support, manpower and personnel requirements, initial provisioning and material support, SE, training and training devices, technical data, as well as packaging, handling, storage, and transportation facilities.

Provides recommendations for the development of Life Cycle Cost (LCC) and Total Ownership Cost (TOC) Management Plans. Provides recommendations for the review and development of Maintenance Plans/Logistics Support Analysis (MP/LSA) records, maintenance tasks, and Level of Repair (LOR) Analysis recommendations. Analyzes prospective changes to aircraft/weapons/SE quantities and determine the potential effects that these changes will have on program life cycle support. Tracks milestones and action items based on review and analysis of the (Letter of Offer and Acceptance) LOA, contract schedules, In-Service Support Plan, and other pertinent documentation.

Assists the Program Office in new business acquisition as well as FMS or Security Cooperation case development, implementation, and follow-on support activities. Supports and attends Program Management Reviews, Technical Coordination Meetings, conferences, briefings and other significant program activities and events occurring in CONUS and OCONUS, as required. Participates in special projects as required. Other duties as assigned. Minimum Qualifications:

Active Department of Defense Secret or Interim Secret Security ClearanceMaster’s Degree from an accredited college or university and greater than ten (10) years of work experience in a field related to FMS, logistics, program management, or a technical or business analysis discipline related to acquisition, life cycle management, analysis, or planning.
