Job Description

We supervise the island's financial services industry for compliance with both conduct and prudential requirements, and under the anti-money laundering (AML), countering financing of terrorism (CFT), and countering proliferation financing (CPF) framework. The JFSC is one of the few regulators globally to benefit from the Regulator and the entity Registrar operating under a single financial services commission. Position: Team: People & CultureAs a People and Culture Business Partner you will be a trusted advisor to the organisation, aligning people initiatives with business strategy.

You will provide expert guidance on all aspects of the employee lifecycle, support organisational change, and drive initiatives that enhance the colleague experience and support high performance. Your Role: People and Culture Business Partner (35 Hours Per week/Permanent/Fulltime)As a People and Culture Business Partner, you will effectively support JFSC leaders and people managers to create a leading employment experience, where our people are high performing, embody our values, and enjoy professional and personal development. Your competencies for this role will help you deliver the following outcomes:

Strengthened organisational capability by delivering initiatives that address current needs andfuture growth, ensuring long-term resilience and adaptability. Aligned central people initiatives with divisional business plans to drive high performance and enhance regulatory effectiveness. Delivered actionable insights and management information to empower leaders, people managers, and the People & Culture team in executing the people strategy effectively. Lead continuous improvement initiatives to evolve our people approach—ensuring it remains progressive, inspiring, and aligned with a high-performance culture. Actively manage external partnerships to ensure supplier performance meets strategic and operational expectations.

Proactive wellbeing, diversity, and inclusion efforts as integral components of the broader People Strategy, fostering a more inclusive and supportive workplace. You will add value to the organisation by: Actively developing all colleagues to support regulatory effectiveness and position the JFSC as a high-performing organisation. Delivering proactive and trusted business partnering, enabling leaders to make informed people decisions that drive performance and engagement. Accelerated adoption and integration of People & Culture tools, resources, and development programmes, embedding them into everyday practice to build capability and consistency.

Providing expert, risk-aware advice on employee relations matters, adding measurable value, mitigating risk, and supporting a leading employment experience. What will success in this role look like?›Recognised as a trusted advisor with increased proactive engagement from stakeholders on people related matters. ›Noticeable improvement of performance standards and regulatory effectiveness (measured by strategic KPIs and ‘measures that matter’)› Increased adoption of P&C tools, resources, and development programmesRequirements: Are you suitable for this role? This role would suit an individual with effective communication and interpersonal skills with the ability to influence and coach colleagues across the JFSC.

Proven HR Generalist experience across a broad range of HR activities and the employee lifecycle with a sound knowledge of Jersey employment legislation and its application are essential. Ideally CIPD (or equivalent) qualified. The successful candidate will be used to working to required deadlines and can comfortably connect with and guide all stakeholders; from senior leaders to trainees in their first job. You will have the ability to analyse data effectively to inform decisions and use good judgement when providing managers and colleagues with advice and guidance.
