The Labor Relations Officer is responsible for assisting the Labor Relations Head and Employee Relations Head in establishing and maintaining an effective labor-management relationship between various labor unions within the Unibank and Management that is consistent with law; with the policies of BPI Unibank; as well as with the provisions set forth in the various CBA's (Collective Bargaining Agreement) and other labor contracts entered into by BPI and its subsidiaries to ensure that their rights and interests are protected at all times.
Responsibilities Together with the Heads of Labor Relations, Employee Relations, and the HR Group Head, negotiates and draws labor-management agreements (CBA) with the various BPI unions. Works with the Labor Relations Head in assisting Line Managers, union representatives, and employees in the administration of labor management agreements and resolution of labor and administrative related complaints. Liaises, together with the Labor Relations Head, between Management and the employees/unions/other employee representatives to ensure effective flow of feedback or updates in connection with issues raised.
Conducts investigations and hearings pertaining to labor or administrative cases Prepares Show Cause Memos and Case Reports/Sanctions related to labor cases Coordinates with both internal (BPI Legal Dept) and external counsels in interpreting and providing counsel on laws and regulations to assist Management on what direction to take on labor issues. Assists, together with the Labor Relations Head, the Line Management in drawing and implementing the Personnel Policy Manual, The Code of Ethics of the Unibank, and the other Unibank policies and guidelines to prevent labor disputes and protect the interests of BPI and its subsidiaries.
Together with the Labor Relations and Employee Relations Heads, ensures review and early resolution of cases and appeals. Helps the Labor Relations and Employee Relations Heads evaluate disciplinary actions to provide consistent, fair and appropriate application of existing policies, rules and regulations on labor cases. Helps monitor developments in labor laws and practices for Management’s information and use. Helps the Labor Relations Head in preparing new, or revising existing labor-related policies and guidelines of the Unibank to ensure that the application of decisions or sanctions are updated and fair.
Helps assist the Labor Relations and Employee Relations Heads in conducting regular LMCs (labor-management conferences/meetings) to ensure effective flow of communications and resolution of issues between Management and the Unions/employees. Assists union representatives in resolving employee grievances and in maintaining a harmonious and productive work environment Performs other duties/ad hoc functions that may be assigned from time to time. Qualifications Background in Financial Services industry Background of labor relations is an advantage but no required at the onset
