We are committed to delivering transformative results that enhance efficiency, operational effectiveness, and the quality of client services.Role DescriptionThe Licensing Officer is responsible for managing and coordinating all licensing activities for healthcare professionals and healthcare facilities with the Dubai Health Authority (DHA), Department of Health – Abu Dhabi (DOH), Ministry of Health (MOH), and other GCC healthcare regulatory authorities as required. This role ensures compliance with all regulatory requirements, oversees application submissions, renewals, and amendments, and maintains accurate records to support the organisation’s operational and compliance objectives.Key Responsibilities:Healthcare Professional Licensing & DataFlow:Manage end-to-end licensing for healthcare professionals across DHA, DOH, MOH, and other GCC authorities.Oversee the DataFlow / PSV process for all professionals, verifying education, training, experience, and credentials.Review, submit, and follow up on licensing applications, renewals, and amendments.Facilitate and support title defence processes for healthcare professionals, ensuring their qualifications and titles are recognised and approved by the relevant authorities.Ensure timely resolution of any discrepancies or negative findings in DataFlow reports.Advise professionals and internal teams on licensing requirements, eligibility, and timelines.Facility Licensing & Compliance:Manage licensing processes for healthcare facilities, including clinics, hospitals, and specialty centres, under DHA, DOH, MOH, and other GCC authorities.Prepare and submit facility license applications, renewals, modifications, and expansions.Ensure all facility documentation meets regulatory standards, including clinical services, infrastructure, staffing, and policies.Coordination & Documentation:Maintain accurate and organised records for professional and facility licenses, renewals, DataFlow reports, and regulatory correspondence.Prepare dashboards, status reports, and regulatory updates for management.Advisory & Support:Provide expert guidance on licensing requirements, eligibility criteria, and regulatory timelines for both UAE and GCC jurisdictions.Support healthcare professionals through credentialing, dataflow verification, and equivalency processes.Provide guidance to management and staff on professional and facility licensing regulations across UAE and GCC.Qualifications & Experience:Minimum of 3–5 years of experience in healthcare licensing or regulatory affairs within the UAE or GCC.Strong working knowledge of DHA, DOH, MOH, and other GCC healthcare authority licensing systems.Proven experience managing DataFlow / Primary Source Verification processes for healthcare professionals.Experience in coordinating facility and professional licensing within hospitals, clinics, or healthcare consultancy settings.Skills & Competencies:In-depth understanding of UAE and GCC regulatory frameworks and licensing portals (Sheryan, TAMM, MOHAP e-services, MOPH Qatar, SCFHS Saudi Arabia, SCH Oman).Strong attention to detail and organisational skills with the ability to manage multiple cases simultaneously.Excellent communication and interpersonal skills for liaising with government entities and healthcare professionals.High level of accuracy in documentation and data management.Proficient in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).Fluent in English; Arabic language proficiency is an advantage.Preferred:Familiarity with healthcare accreditation frameworks (e.g., JCI, ISO, CBAHI).Certification in Human Resources (HR) is a plus.Why Join ICMG:Work with a leading healthcare consultancy impacting healthcare quality and safety across UAE and GCC.Exposure to a wide range of healthcare facilities and professionals.Opportunity to grow your expertise in licensing, regulatory compliance, and facility management.Supportive, collaborative, and inclusive work environment.Competitive salary, and professional development opportunities.How to Apply:Interested candidates are invited to submit their CV and cover letter to laura@ic-managementgroup.com with the subject line: “Licensing Officer Application – [Your Name]”.
