In recent years, the country has seen a constant strengthening of its bilateral cooperation with France and benefits from the largest European programme in sub-Saharan Africa.This has resulted in an increase of more than 140% in the Agency's portfolio in 2024, which now stands at €32 million and is expected to exceed €45 million by the end of the year. The country is also home to two strategic regional projects in education and heritage, and a team of 3 ITE, which is being reinforced by 6 additional ITE.The Expertise France country team should increase to nearly 50 people.To support this development, the Agency has decided to structure a country directorate and a project support unit in Addis Ababa, as of September 2025.Location and positionBased in Addis Ababa, Ethiopia, the position of Logistics Officer – Program is under the direct reporting responsibility of the Logistics Manager.The managerial report is: Logistics Manager / Support Service Coordinator / Country Director / Geographical Department / Operations Department.The functional link of the Logistics division is provided by the Facilities and IT Services Departments based at the headquarters in Paris and the Regional Security Coordinator based in Nairobi.The USP is made up of four main units supporting the implementation of projects: Purchasing and Contracts, Logistics, Administrative and Financial and Human Resources.The Logistics Officer – Programme is thus part of the Logistics division, supervised by the Logistics Manager and also composed of a second Logistics Officer (in charge of Facilities) as well as the drivers (three to date).2/ Job DescriptionMain missions:The Logistics Officer – Program acts by delegation and under the supervision of the Logistics Manager; whose detailed responsibilities will have to be the subject of an initial establishment as part of the creation of this poleShe/he will be in charge of operational support to the ProjectsShe/he is responsible for the preparation, proper execution and follow-up of events organized by the projects as well as the travel made by the EF staff and his/her guests; in collaboration with the Project Managers.She/He ensures operational logistics reporting to the Logistics Manager.Main activitiesEvent ManagementIn collaboration with the Project Managers and under the direction of the Logistics Manager, establish a calendar of events planned for the year,Develop a retro-schedule for each planned event defining the tasks and responsibilities of internal members and external actorsIdentify external contractors. Prepare the Terms of Reference, participate in the selection and be in charge of monitoring the execution of their contractual obligationsEnsure bookings with event providers (locals, caterers, translators, interpreters, etc.) and check the quality of the services before the launch of the eventEnsure the correct implementation of the event beforehand (installation of video projector, roll up, visibility, internet access, setting up catering services, etc.)Provide an update from the Logistics Manager related to the execution and prevent any anticipated deadline exceedances in advanceOrganize and monitor the progress of these events, and ensure that they are closedManagement of people's movementsCollect the national and international travel needs of missionaries (EF or third-employer employees, ETIs, partners and guests, headquarters visits, etc.) communicated to the Logistics Manager.Establish and update a biannual travel scheduleEstablish and ensure the completeness of travel files (visas, assignment or invitation order/letter, tickets, hotel and/or meeting room reservations, etc.)Ensure the proper reception of the missionaries and be in charge of providing support on requests for modifications or unplanned changesBe in contact with and ensure the booking of taxis, plane tickets, hotels and other accommodation in compliance with the safety rules in forceCarry out a control of the routes received and propose to his/her supervisor identified cost optimizations; Facilitate relations with real estate agents or brokers for long-term accommodationFreight transport managementCollect forecasts for the import and internal transport of goods in the territoryBe the focal point for the identified freight forwarder(s)Ensure compliance with customs formalities in conjunction with the company in charge of customs clearance and anticipate any risk of blockageBe responsible for monitoring the national transport of items and equipments (identification of the carrier(s), loading, inventory, etc.) and keep the Logistics Manager informedCoordinate the sending of mail to other Agency sites/officesParticipation in the drafting of framework contractsCollect and consolidate the logistical support needs of the Projects related to the establishment of framework contracts and proactively propose rationalization solutions. Have them validated by the Logistics Manager.Prepare specifications, support for the launch of the search for suppliers/contractorsBe responsible for the implementation of these contracts, and in particular ensure budgetary consistency, compliance with contract dates, validity of invoices, etc.Capitalization / Reporting / RepresentationDevelop, in conjunction with the Logistics Manager, monthly logistics reportsAnalyze and propose plans for continuous process improvement and national transposition of the EF policiesParticipate in the preparation of donor reports according to the needs expressed by the Project ManagersHigher education in logistics and supply chain or equivalentAt least 5 years' experience in a similar positionExperience with donors (especially EU and AFD) and financial reporting is an assetExperience in department structuring appreciatedAbility to work in a demanding environmentStrong capacity for autonomy, independence of mind, patience with users and impartialityStrong ability to work, rigor and organizationThis list of responsibilities is not exhaustive.
