General InformationThe Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders.OSSE’s Business Operations division provides and facilitates a wide array of services for both agency employees and external customers, including building and facility management, the resolution of parental disputes involving residency status and special education hearings, grants management and compliance oversight, coordination and oversight of the District’s annual enrollment audit, management of residency investigations, and formulation for and implementation of agency-wide budget and finance activities.The Management Analyst Position is an integral part of the Office of Budget and Finance (Budget OPS) team. Budget OPS is OSSE’s centralized budget team tasked with successful coordination and execution of Budget Formulation, Budget Execution, Budget Monitoring, and Budget Close-out the Management Analyst role will serve as the Fiscal Lead for an assigned division and manage other assigned special projects. Specific functions include: providing fiscal management to support overall division Budget Monitoring and implementation; developing and maintaining budget reports; communicating with division leadership; and collaborating with OSSE’s financial and leadership teams.Duties And ResponsibilitiesWorks with the Associate Director of Fiscal Management to perform cost analyses and projections of projects. Assists with the preparation of budget estimates and justifications for all agency program areas. Works directly with program managers/associate directors to ensure budgets are reasonable, accurate and conform with Federal and District procedures and guidelines. Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets.Monitors program obligations, purchase order balances, and provide data for procurement forecasts. Expands an auditing program for work orders, invoices, and purchase orders. Develops sample size, audit scope, and remediation process. Quality controls weekly reports prepared for key stakeholders.Qualifications And EducationSpecialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.Expert-level Excel and excellent communication skills are preferred. Bachelor’s/Master’s degree in a related field preferred.License, Certification, And Other RequirementsNone.Working Conditions/EnvironmentWork is performed in an adequately lighted, heated, and ventilated office environment.Other Significant FactsTour of Duty: Monday - Friday; 8:30AM-5:00PMDuration of Appointment: This is an Education Service (ES), “At-Will” Appointment.
