Introduction: Mo tēnei tūranga mahi | About the roleWe are seeking a dedicated and knowledgeable Harbour Compliance Officer to join our small team based in Picton. This role is crucial in ensuring the safety and compliance of maritime activities within Picton, the region’s major port, to a second smaller port in Havelock. Additionally providing regional oversight and management for the approximate 1,800kms of coastline. You will assist Council in fulfilling its statutory obligations under the Maritime Transport Act (MTA) 1994, the Marlborough Environment Plan (MEP), and maritime-related resource consents. Key responsibilities include:
Design, implement, and manage education and enforcement programmes to achieve high levels of compliance with maritime rules and regulations. Investigate marine incidents, compiling facts, evidence, and data to support maritime safety and environmental protection compliance activities. Provide high-quality technical and procedural advice, reporting, and support on a wide range of maritime safety compliance issues, including oil pollution. Collaborate closely with all harbour users to ensure the maritime safety regulatory environment aligns with the needs of the local maritime community.

Experience in maritime compliance, enforcement, or a related field. Excellent communication and interpersonal skills. Ability to design and manage educational and enforcement programmes. Strong investigative and analytical skills. Ability to provide technical and procedural advice on maritime safety compliance issues. You will be a reliable team player that can foster the energy and enthusiasm of a small but highly capable team. Your skills and experience will be matched by your ability to remain level-headed during emergencies.
While demonstrating excellent interpersonal skills to be effective in addressing matters of maritime safety in a public forum, on a boat, at the boat ramp, or on the wharf.
