The Position/RoleWe are seeking a Fractional HR Manager to manage and strengthen our HR operations on a part-time, flexible basis. This role is ideal for an experienced and hands-on HR professional who can ensure the smooth running of core HR functions, including payroll, recruitment, and policy administration. Working closely with the management team, the HR Manager will help maintain HR compliance and operations and support a fair and well-run workplace that aligns with our mission and values. Job Title: MoneyOwl - Manager, Human Resources (12-month contract, Fractional role)Reporting To: CEOKey ResponsibilitiesResponsible for Human Resources operations, including payroll, compliance, employee lifecycle management, talent acquisition, and HR operations, ensuring adherence to the Company’s policies and processes. This role works closely with the CEO and the wider MO team as well as relevant external service provider(s), to ensure smooth HR processes and compliance with statutory requirements.Payroll & HR AdministrationManage payroll in coordination with outsourced payroll vendor Handle CPF, MSO, income tax submissions (IR8E), maternity/NS claims, and other statutory contributions.Maintain accurate leave, flexi-claims, childcare leave, and block leave records.Prepare HR-related information for statutory audits, MOM, and MAS surveys.Support health screenings, insurance movement, and professional membership administration.Respond to employee HR queries Employee Lifecycle ManagementOversee onboarding process: system setup, induction, and briefing.Administer offboarding process: last pay, leave clearance, and exit procedures.Track probation and confirmation of employees.Maintain employee records and ensure data accuracy.Talent Acquisition Support recruitment by posting job advertisements Screen resumes, arrange interviews, and conduct reference checks.Coordinate with hiring managers on interviews and offers.Prepare employment offers and contracts.Performance Management & DevelopmentCoordinate annual performance appraisal and goal-setting processes.Track training programs, apply for training grants, and maintain training records.Assist in developing and updating HR policies and processes.Compliance & ReportingEnsure compliance with MOM regulations and internal HR policies.Support internal and external audits (payroll/HR-related).Prepare HR metrics and reports for management and regulators.Commitment and Structure:Fractional engagement: approximately 2 days per week (or equivalent hours)Flexible schedule based on deliverables and operational needsContract employment arrangement, renewable based on performance and organisational fitHybrid working with time split between in-person at office and remoteCompetitive fixed monthly salary, commensurate with experience and part-time workload RequirementsA recognised degree in any discipline. At least 6 to 10 years’ experience as a HR professional, ideally with generalist or HR operations experience.Familiarity with Singapore employment laws, CPF, income tax, and MOM regulations.Experience in payroll coordination and HR systems (e.g., Timesoft) is an advantage.Strong organizational skills, attention to details, with the ability to handle confidential information.Good EQ with strong interpersonal and communication skills.Ability to work independently as well as within part of a team.Applications will be processed on a rolling basis and accepted until 17 Nov 2025.
