BLI is encourages Qualified Experts & Consultants to apply for this call by sending their CV in Max 4 pages, to info@bli-group.com not later 10 November 2025. Mission:The purpose of this consultancy is to conduct a focused gap analysis of the existing client’s M&E system, identify strengths and weaknesses in current tools and processes, and develop actionable recommendations for improvement. The consultancy will also enhance the project’s MEARL function by fostering learning, identifying key qualitative questions to complement quantitative monitoring, and proposing practical measures to strengthen data quality and use within existing systems. The main focus of the project is youth employment.QualificationsAcademic QualificationsMaster’s degree in Monitoring and Evaluation, Development Studies, Statistics, Social Sciences, International Development, Public Policy, or a related field (mandatory).Additional certification in Results-Based Management (RBM) or M&E methodologies is highly desirable.Professional Experience10+ years in Monitoring & Evaluation for international development projects, including at least 5 years in senior M&E leadership roles.Proven experience conducting M&E systems assessments, gap analyses, and data-quality improvement interventions.Demonstrated experience in designing and strengthening data collection tools for youth employment, TVET, entrepreneurship, or economic empowerment programs.Experience establishing data quality assurance frameworks and verification systems in multi-stakeholder programs.Minimum 5 years in M&E capacity-building design and delivery.Technical SkillsProficiency in PMEARL (Plan International’s RBM system) or similar platforms (DevResults, TolaData, ActivityInfo).Strong command of Kobo Toolbox (form design, skip logic, data validation, and quality control).Advanced Microsoft Excel (formulas, pivot tables, dashboards).Working knowledge of SPSS, Stata, or R for statistical analysis.Skilled in mixed-methods evaluation, data triangulation, and reporting.Familiarity with database management (Access, SQL) and visualization tools.Cross-Cutting CompetenciesExpertise in gender-sensitive M&E and inclusion of marginalized youth.Knowledge of safeguarding, child protection, and ethical data collection.Fluency in Arabic and English (written and spoken).Excellent technical writing, facilitation, and stakeholder engagement skills.Strong analytical and systems-thinking mindset; ability to work independently with minimal supervision
