OverviewURC is seeking an experienced Monitoring and Evaluation (M&E) Director for the anticipated CDC-funded activity to strengthen the technical and organizational capacity of the Ministry of Health (MoH) to deliver an efficient, resilient, and self-reliant HIV and TB response and mitigate related public health threats in the Kingdom of Eswatini.The M&E Director will lead the development and implementation of robust systems to monitor, evaluate, and document project performance and results. The role will ensure that data-driven insights inform program planning, policy development, and decision-making across MoH structures. The position will also focus on strengthening the MoH’s capacity to manage, analyze, and use data effectively to guide national and subnational HIV/TB programming and health system performance improvement in alignment with CDC and PEPFAR requirements.ResponsibilitiesThe M&E Director will provide strategic leadership for all monitoring, evaluation, and learning activities and ensure the quality, relevance, and timeliness of data for decision-making. The position will work closely with the MoH, CDC, and other stakeholders to strengthen information systems, ensure alignment with national priorities, and promote sustainability through institutional capacity building.Specific responsibilities include, but are not limited to, the following:Provide strategic and technical leadership in the design and implementation of the project’s monitoring, evaluation, and learning (MEL) systems, ensuring alignment with national frameworks and PEPFAR/CDC reporting requirements.Lead the development and execution of the project’s MEL plan, including indicators, performance targets, data collection methods, and quality assurance mechanisms.Support MoH to strengthen national and subnational health information systems, including the integration of DHIS2 and other digital data platforms to enhance data quality and accessibility.Ensure high-quality data collection, validation, and analysis across all project activities, implementing regular data quality audits (DQAs) and data verification exercises.Collaborate with technical and financial teams to ensure performance monitoring informs programmatic, operational, and strategic decision-making.Oversee preparation and submission of all required MEL deliverables, including quarterly, semi-annual, and annual reports to CDC and PEPFAR.Build the capacity of MoH and local partners in data analysis, visualization, and use of evidence for planning, performance monitoring, and adaptive management.Lead evaluations, assessments, and studies to generate learning, identify best practices, and inform program design and implementation.Promote a culture of learning and knowledge sharing through dissemination of findings, success stories, and lessons learned with national and regional stakeholders.Ensure compliance with CDC and URC standards for data privacy, ethical use of information, and responsible reporting.Collaborate with the Technical Director and other project leaders to ensure continuous performance improvement and alignment with national HIV/TB and health system goals.Perform other duties as assigned by the Project Director or agreed upon with the URC home office.QualificationsMaster’s degree in public health, epidemiology, demography, statistics, or a related field.Minimum 7 years of progressively responsible experience in monitoring, evaluation, and learning for donor-funded international health programs, including 4 years with PEPFAR/CDC projects.Demonstrated expertise in designing and implementing MEL frameworks and managing data systems (e.g., DHIS2, DATIM, or similar platforms).Proven experience in data quality assurance, data analysis, and performance reporting using national and global health indicators.Experience providing capacity-strengthening support to Ministries of Health and local organizations in data management and use.Strong knowledge of quantitative and qualitative methods, including data visualization and statistical analysis tools.Excellent communication and presentation skills, with demonstrated ability to translate complex data into actionable insights.Experience with continuous quality improvement (CQI) and adaptive management approaches preferred.Ability to work collaboratively with government and donor stakeholders in multicultural settings.Fluency in English required; proficiency in siSwati an advantage.Citizens of Eswatini are encouraged to apply.This job is open to candidates legally authorized to work in Eswatini.
