As we grow to expand our impact to protect 500 million people from violence, we are seeking a National Director, Child Protection Services [Training & Development] to develop and implement strategies in support of law enforcement agencies working to combat the internal/ domestic commercial sexual exploitation of children and trafficking of human beings (THB). This position will work in close collaboration with the subject matter experts (SME) of the Regional Justice Solutions (JS) team of IJM South Asia to align IJM’s Bangladesh programs and strategy with the 2030 Vision.The successful candidate will play an integral role in training and advising on effective strategies and best practices for combating internal/ domestic commercial sexual exploitation of children and improving the justice system’s response to these crimes. This position will work under the National Head of Casework and Capacity Building in ensuring the implementation of these strategiesThe role is based in Dhaka, but will provide support nationally, including travelling to each of IJM’s future program locations (Khulna, Barisal and Mymensingh).ResponsibilitiesLeadership & Management:Influence key government officials and decision makers to make ending internal/ domestic commercial sexual exploitation of children and trafficking of human beings (THB), rescuing victims, and ensuring the lawful arrest and prosecution of suspected perpetrators a priority. Design and support the implementation of strategies to strengthen the capacity of the Bangladesh Police to respond to internal/ domestic commercial sexual exploitation of children and trafficking of human beings (THB), rescue victims of abuse, and ensure the lawful arrest and prosecution of suspected perpetrators. Advocate to government authorities for the rescue of victims and the arrest of perpetrators, and advise such authorities during enforcement actions;Lead efforts to train local law enforcement on best practices regarding the investigation of human trafficking. Serve as a subject matter expert as needed for training conducted by IJM. Enforce IJM Global investigative protocols and propose additional locally specific protocols. Recruit, train and develop a team to support law enforcement operations. Manage and lead an in-house team that, operating under the rule of law, gathers and collates information of child sexual abuse from general public and community informants; directs operatives; gathers and analyzes evidence; presents such evidence to the police in a coherent and convincing manner; advocates for the police to take proper action; monitors such police action; and serves when appropriate as a witness to the crimes committed and perpetrator arrests. Strategy & Knowledge Development & ImplementationCollaborate in the design and implementation of law enforcement components of justice system transformation projects. Represent the law enforcement pillar on the Casework and Capacity Building Leadership Team and in project efforts. Work in collaboration with the Regional JS team, South Asia to develop and implement law enforcement tools, strategies and models that will result in more effective rescues for victims and stronger governmental response. Build and maintain a thorough understanding of needs/challenges of programs (casework) and help pioneer solutions. Provide technical support to internal law enforcement programs including focused attention on protection targets, restoration, and partner management. Participate in rescue and arrest operations conducted by the police on request. Networking & PartnershipDevelop and cultivate working relationships with key law enforcement authorities. Develop and maintain relationships with relevant government leaders, regional or global law enforcement agencies, NGOs and other relevant organizations. Strive to achieve increased impact and improvement of local agencies, maintaining professional and culturally appropriate attitude that increases buy-in and support. Policies And ProceduresCollaborate with the Bangladesh Leadership team and Regional JS team, South Asia to facilitate the development of comprehensive law enforcement policies, procedures, and best practices. Regularly provide input on national and global law enforcement policies, standardization, and procedures. Collect regional best practices/learnings for law enforcement teams. Documentation, Reporting & Data ManagementMonitor law enforcement data collection and analysis, ensuring quality and timeliness. Contribute to the efforts of communications and media teams (national, regional and global) to generate high quality, accurate content. Ensure regular updating of required tools and documents in a timely manner. Ensure that the team documents and reports information required for program analysis and M&E regularly. General TasksAssist in the recruitment and retention of top professionals. Establish strong leadership values in the team. Ensure that the team participates in leadership and professional development resources and staff-care resources and tools provided by the office to to protect physical, emotional and psychological health. QualificationsEducation & Experience:Bachelor or Master’s degree in Social work, law or related field. At least 6-7 years’ experience in the field of working with government officials on processand policy change. At least 10 years’ experience working in law enforcement, preferably in South Asia. Minimum of 5 years’ experience in successfully leading and managing teams of lawenforcement professionals to achieve compelling results. Knowledge and experience of Government of Bangladesh systems and dynamics. In-depth knowledge of Bangladesh law enforcement systems, policies and work-flows. Extensive experience in training law enforcement professionals preferred, with government or NGOs at various levels. Experience in running law enforcement operations. Prior experience working with survivors of THB, victims of abuse or children in especially difficult circumstances. Technical CompetenciesExcellent language skills – English and Bangla/ Bengali (both, written and oral) mandatory. Understanding and knowledge of relevant provisions of laws. Strong knowledge of social justice issues. Networking skills. Training and ability to build capacity in others. Proven experience in developing and managing budgets. MS Office skills. Excellent leadership, teamwork and communication skills. Strategic thinking and relationship management. Strong documentation and writing skills.
