Within the Security Policy Directorate (SPD) of the Division, the Multilateral Organizations (MO) team is responsible for NATO’s relations with other International Organizations (IOs), in particular the United Nations (UN), the European Union (EU), the Organization for Security and Co-operation in Europe (OSCE), the African Union (AU), and with Economic Organizations or Non-Governmental Organizations (NGOs). Under the general guidance of the Head of Section, the incumbent is primarily responsible for contributing to the development of NATO’s relations with the European Union. The incumbent also deals with other International Organisations as required.

Within this framework, the main functions of the Officer will include: drafting a wide range of documents and briefing material for the Secretary General, Deputy Secretary General, PASP management and other senior NATO officials; assisting in the drafting of reports and documents for NATO Committees; drafting documents for public use, including for the NATO Website; coordinating NATO-EU cooperation within NATO; and representing the PASP Division within and outside NATO. They liaise with representatives of Allied delegations, other NATO units, staffs of the EU institutions, other international organisations, and NGOs. QUALIFICATIONS AND EXPERIENCE EssentialThe incumbent must:

possess a university degree, preferably with an emphasis on political science or contemporary international relations; possess at least 2 years of relevant professional experience, preferably including contacts with the EU; be familiar with the Alliance's as well as EU’s political and military consultative process and with the key issues involved; have a clear understanding of, and experience in handling, major current international political and politico-military problems (including European security and defence related issues), particularly as they relate to the Alliance and the EU; have the ability to draft quickly and concisely and to make presentations in at least one of the two official languages of the Organisation; possess the following minimum levels of NATO’s official languages (English/French):

V (“Advanced”) in one; II (“Elementary”) in the other. DESIRABLE The following would be considered an advantage: experience in governmental administration or multilateral service dealing directly with the EU; background on NATO-EU relations. MAIN ACCOUNTABILITIES Expertise Development Contribute to the preparation and/or coordination of frequent briefing packages on NATO-EU issues for the Secretary General and other high-level NATO officials. Contribute to coordinating substance and food for thought inputs from various stakeholders on issues of a political nature with regard to NATO-EU relations.

Representation of the Organization Make presentations to visitors to NATO, draft public information material for the media and larger audiences on NATO-EU related issues; including for the NATO Website. Represent the Alliance at conferences, workshops and seminars. Attend, and assist NATO working groups and committees as required. Policy Development Assist in the drafting of relevant documents for NATO Committees, in particular for the Council, the Deputies Committee, the Political Committee and the Partnerships and Cooperative Security Committee and follow the development of issues. Contribute to policy development pertaining to areas of responsibility.

Stakeholder Management Develop and sustain a strong network of contacts within the Organization, with capitals as well as with assigned international organisations and subject-matter experts in academic institutions. Assist in managing institutional relationships between NATO and the EU and actively address issues with the Section's management. Assist in coordinating NATO-EU cooperation within NATO. Information Management Ensure coordination of input from various parts of the Organization, looking both at content and timeliness. Knowledge Management Monitor political developments in the EU and other international organisations (UN, OSCE, etc. ), as well as within NATO.

Share knowledge on these within the Section, the Division, as well as with relevant stakeholders within the Organization. Project Management Contribute to the management of special undertakings within the Section, for example the preparation of activities leading up to a Summit. Perform any other related duty as assigned. INTERRELATIONSHIPS Working under the close guidance of the lead officer for NATO – EU relations, the incumbent reports to the Head of the Multilateral Organizations Section and works under the overall direction and guidance of the Director of Security Policy.

The incumbent assists in the coordination of the Section's work within the Division, with other Divisions of the International Staff, with the NATO Military Authorities and with national delegations and other international organisations and will interact with representatives of these entities at various levels. CONTRACTContract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract. In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity. The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years.

However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract. If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
