The successful candidate will provide project management frameworks and support processes for NATO Collective Training and Exercises. Candidates should have a university degree or higher secondary education and completed advanced vocational training and at least 4 years of function-related experience. Strong organizational, managerial, and communication skills are essential.

SummaryThe JWC plans, prepares, and executes static and distributed joint operational level training in support of Warfare Development and Warfighting readiness. The Exercises, Training, and Innovation (ET&I) Directorate is JWC’s delivery organization for the design and execution of joint, operational-level focused collective training for NATO Command Structure (NCS) and NATO Force Structure (NFS) HQs in order to prepare them for real-world operations. Within the ET&I Directorate the incumbent's main responsibility is the coordination and administration of Collective Training at the Strategic Level, which includes supporting SHAPE as a Strategic Warfighting HQ.

Specifically provide the project management framework and supporting processes to conduct NATO Collective Training and Exercises (CT&E), configured to support emerging concepts and aligned to validate key training audiences into exercises where JWC is the designated Officer Directing the Exercise (ODE). This will include the analysis, development and integration of strategic level training into the exercise planning and delivery processes. The incumbent will provide recommendations on improvements to both organizational structure and ways of working (BI-SC 75-003) in an efficient and effective way. REPORTS TO Manager (Setting/Scenario Development) – A3/G17 PRINCIPAL DUTIES The incumbent's duties are:

Provide subject-matter-expert advice, manage the development, refinement, and delivery of JWC’s strategic level challenges and content to enable JWC to develop it’s exercise planning processes and staffing and incorporate the developments into BI-SC 75-003; Support ET&I in developing an understanding of undertaking a “Strategic Warfighting HQ” and emerging concepts in line with the Strategic Warfighting Headquarters (SWHQ) transformation programme and NATO's evolving strategic priorities for 2030; Develop a roadmap for implementing Strategic Warfighting and integrating NATO's ambition into JWC’s exercises and training; Monitoring and measuring the effectiveness of JWC’s 2030 Strategic Warfighting HQ Integration Roadmap and provide recommendations on potential improvements to JWC’s structure and ways of working; Provide expert advice and guidance on Strategic Warfighting HQ concepts to the JWC’s leadership team and staff; Liaison with internal and external exercise-related stakeholders, incl.

SHAPE and training audience; By addressing these areas develop a comprehensive understanding, at JWC, of the Strategic Warfighting HQ transformation programme and NATO 2030, and identify and deliver actionable strategies which integrate Strategic Warfighting into JWCs exercises and training. ESSENTIAL QUALIFICATIONS Professional/Experience 4 years’ experience of strategic planning and operations at national, multi-national or NATO level. 4 years’ experience of Joint Staff planning; exercise planning and delivery at national, multi-national or NATO level. At least 2 years’ experience working at SHAPE or NATO HQ level or national equivalent. Understanding of the operational planning process at national, multi-national or NATO level.

Education/Training University Degree in business administration, engineering, economics, public administration, operations research or related discipline and 4 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience. Language English – Upper Intermediate/Advanced DESIRABLE QUALIFICATIONS Professional/Experience At least 2 years’ experience in military exercise development and delivery. Understanding of the structures and principles of the NATO Training and Exercise portfolio. Education/Training A qualification in a formal project management methodology. (e. g. APMP/Agile/Scrum) and 1 year post related experience.

Master’s Degree or equivalent in management, business administration, public administration, operations research, project management or related discipline. ATTRIBUTES/COMPETENCIES Considerable maturity and professional judgement is required to make decisions & ensure seamless provision of high quality support to the JWC and supported Training Audiences. High level of organisational and coordination skills. Excellent, interpersonal, and communication skills with a visionary view to evolving requirements to meet future challenges. Able to cope with stress, and possessing good health. Must be able to work as a member of a team in a multi-national environment. An analytical, systematic and pro-active approach is important.

The duties will require a capacity for original thought, including the incorporation of emerging concepts. The incumbent should be self-motivated and capable of working under pressure. WORK ENVIRONMENT The work is normally performed in an office environment. NOTE: The work both oral and written in this post and in this headquarters as a whole is conducted mainly in English.
