This role involves providing project management frameworks and processes for NATO training exercises, including the analysis, development, and implementation of deterrence concepts. A university degree or higher secondary education with advanced vocational training and 4 years of related experience is required.

Strong organizational, coordination, and communication skills, along with experience in operations, strategic planning, and policy development, are essential for success in this role. This vacancy notice is for a NATO-2030 agenda project-linked NATO International Civilian (PLN) post. This post is limited to a three-year definite duration project. It will be filled as soon as possible. In view of the urgency of this project, qualified candidates who hold or have recently held a valid NATO or National security clearance will be given priority consideration.

SummaryThe JWC plans, prepares, and executes static and distributed joint operational level training in support of Warfare Development and Warfighting readiness. The Exercises, Training, and Innovation (ET&I) Directorate is JWC’s delivery organisation for the design and execution of joint, operational-level focused collective training for NATO Command Structure (NCS) and NATO Force Structure (NFS) HQs in order to prepare them for real-world operations. Within the ET&I Directorate the incumbent's main responsibility is to plan, prepare, and deliver static and distributed operational and strategic level training in support of Warfare Development and warfighting readiness.

Specifically provide project management framework and supporting processes to conduct NATO training exercises for the incorporation of emerging concepts and alignment of key training audiences into exercises where JWC is the designated officer directing the exercise (ODE). This will include the analysis, development, and implementation of deterrence concepts into the exercise planning and delivery processes. REPORTS TO Manager (Setting/Scenario Development) – A3/G17 PRINCIPAL DUTIES The incumbent's duties are:

Provide subject-matter-expert advice, manage the development, refinement, and delivery of JWC’s deterrence exercise series to enable JWC to develop it’s exercise planning processes and staffing and incorporate the developments into BI-SC 75-003; Provide ET&I an understanding of deterrence and emerging concepts in line with NATO's evolving strategic priorities for 2030; Develop a roadmap for implementing emerging concepts and integrating NATO's deterrence ambition into JWC’s exercises and training; Monitoring and measuring the effectiveness of JWC’s 2030 deterrence and emerging concepts Integration Roadmap and provide recommendations on potential improvements to JWC’s structure and ways of working, in relation to deterrence and emerging concepts; Highlight emerging opportunities for JWC to enhance its delivery of deterrence based exercises and capabilities; Recommending to ET&I, applicable projects and suitable staff best positioned to complete them; Provide expert advice and guidance on deterrence and emerging concepts to the JWC’s leadership team and staff; Communicating within ET&I and with external stakeholders in order to keep the project aligned with JWC’s wider programme; Integrate US HQ, US exercises and emerging concepts into NATO exercises and developing risks to scope, schedule, cost and risk for assigned exercise project; Liaison with internal exercise-related stakeholders, Training Audience (including newly identified i.

e. USEUCOM & AFRICOM) and SHAPE; By addressing these areas develop a comprehensive understanding, at JWC, of the intersection between deterrence, emerging concepts and NATO 2030 and identify and deliver actionable strategies for enhancing deterrence and emerging concepts integration into JWCs exercises and training. ESSENTIAL QUALIFICATIONS Professional/Experience At least 4 years’ functional experience of Operations: Experience in planning, executing, and managing operations and initiatives across multiple domains in NATO or National equivalent. Strategic Planning: at least 2 years’ experience in developing and implementing long-term strategies for military operations or defence. Policy Development:

at least 2 years’ experience in developing policies related to Joint Operations in NATO or National equivalent level. A qualification in a formal project management methodology. (e. g. APMP/Agile/Scrum) and 2 years post related experience, which includes 1 year function related experience Education/Training University Degree and 4 years function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience. Language English – Upper Intermediate/Advanced DESIRABLE QUALIFICATIONS Professional/Experience 4 years’ experience of Joint Staff planning; exercise planning and delivery at national, international or NATO levels.

4 years’ experience in military exercise development and delivery. Understanding of the structures and principles of the NATO Training and Exercise portfolio. Understanding of the operational planning process . ATTRIBUTES/COMPETENCIES Considerable maturity and professional judgement is required to make decisions on to ensure seamless provision of high quality support to the JWC and supported Training Audiences. High level of organizational and coordination skills. Excellent managerial, interpersonal, and communication skills with a visionary view to evolving requirements to meet future challenges. Able to cope with stress, and possessing good health.

Must be able to work as a member of a team in a multi-national environment. An analytical, systematic and pro-active approach is important. The duties will require a capacity for original thought, including the incorporation of emerging concepts. The incumbent should be self-motivated and capable of working under pressure. WORK ENVIRONMENT The work is normally performed in an office environment. NOTE: The work both oral and written in this post and in this headquarters as a whole is conducted mainly in English.
