Information about living in Brussels Nature of competition: Internal and external competitionApplicable regulations: Staff regulations governing officials of the EUROCONTROL AgencyType of post: Operational StaffJob level: FCO5-FCO7 - Check salary simulations for the basic grade Generic job title: N1: (Operating) SpecialistNumber of posts: multipleDuration of appointment: UndeterminedSecurity clearance: EUROCONTROL, NATO or EU SecretDirectorate/Service: NMD/NOM/NMOC - Network Management Operations CentreCompetition publication date: 23/10/2025Competition closing date: 20/11/2025 (23:59 Brussels time)Reserve list: Applicable - See details in the "Useful information" sectionYour teamWithin the Network Management Directorate , the Network Manager Operations Centre (NMOC) optimises traffic flows by constantly balancing capacity supply and demand while ensuring the safe and efficient operation of flights going to and over Europe.The Network Specialist (N1: (Operating) Specialist) within NMOC is a key function which provides the flexibility to operate NM’s operational systems either in Flow Management, Flight Planning or in Airspace Data operations.This function operates within the Flow Management operations by providing assistance to airports or airlines in optimising their use of available capacity taking into account the restrictions and limitations within the European network.The role may evolve with the introduction of the new system, iNM, requiring adaptability and resilience.Your roleYour role will be to :Coordinate effectively with airport operations’ teams or airline operations/dispatchers’ team to negotiate optimal Air Traffic Flow & Capacity Management (ATFCM) solutions including identifying demand and capacity imbalances, negotiating improved capacity, and proposing rerouting, flights for exclusion or early arrivals.Liaise with airports, discuss their daily planning and propose solutions to issues that arise.Proactively assist Airports, Airline Operators (AOs) and Flow Management Positions (FMPs) in optimising their operations.Maintain the principles of Network optimisation and collaborative decision making during all relevant ATFCM processes.Contribute to activities with internal and external partners and provide appropriate level of communication using various channels (e.g. reports, plans, teleconferences, etc) in order to optimise the operations.Contribute to reports, to post operational analysis and to the improvement of operational processes and procedures.Participate to projects and initiatives (e.g. testing, training, documentation, incident management exercises, etc) involving network operations.Work combinations of shift duties with or without night duties as required by their functional assignment. Work temporarily in support functions during office hours.Carry out any other tasks in line with the main purpose of the job.Required qualifications, experience & competenciesRelevant studies or professional training to carry out the advertised tasks.Minimum 5 years’ recent experience in one of the 2 following ATS units:Airport operations (Airport Operations Centre (APOC) or Airport Collaborative Decision Making (A-CDM)).Airlines Operations (OCC or as Airline Dispatcher).Experience with NMOC softwares and systems.Experience in airport/airlines operations, processes and procedures.Experience with various systems used for airport slots (Online Coordination System (OCS) and Slots.aero).Understanding of airport slots coordination.Understanding of meteorological impact on airports.Understanding of relevant NM procedures and processes.This job requires physical skills and is subject to an internal vocational training which will lead to the awarding of a certification. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become, at least, a basic user of French at level A1/A2 before the end of the probation period. Please note that no offer (for external candidates) or appointment (for internal candidates) will be made until the necessary evidence, if required, is validated.Before being established in the post, the selected candidate must successfully complete internal vocational training to earn certification. Additionally, they are required to serve a probationary period. If the training concludes in less than nine months, the remaining period up to nine months will be served as a probation. If the training extends beyond nine months, the candidate’s official establishment in the post will only occur after the full completion of the training.The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles.
