Local to Harrisburg strongly preferred.40 hours per weekComplete DescriptionThe Chief Cloud & Compute Engineer is responsible forassisting in the oversight, planning, directing, evaluating, and controllingthe technology and operations of the Operations Directors and associated staffengaged in Enterprise Cloud and Compute Operations. The Chief Cloud &Compute Engineer is to ensure that the Enterprise cloud and compute technologies use aligns to the vision,strategy, and roadmap established by the Commonwealth’s C-Suite leadership andthat the provided solutions meet agreed agency and external customer requirementsand service levels.Responsibilities:- Lead the Cloud and Compute Architecture and Engineering Teamand provide direction, strategic alignment and champion best-practice policiesfor the design, delivery, and management of Enterprise Cloud and Computetechnology systems and services.-Establish and align Enterprise technology needs and standardofferings with the vision, strategy, and roadmap established by theCommonwealth’s CIO and CTO.- Interpret technology and market trends to assist theirDirector, Commonwealth CIO and CTO with Enterprise technology foundations andproduct roadmaps.- Establish a team culture that unifies the IT teams acrossthe different agencies.- Foster and maintain a customer-orientated environment as aservice provider. Ensure that metrics are tracked that showcase the value ofthe Enterprise cloud and compute operations IT environment and foster continualservice improvement.- Provide day-to-day direction to a matrixed organization thatreports centrally to the Enterprise, but provides support to the Enterprise,TSOs, agencies, and external customers.- Develop, measure, and maintain core cloud and computeoperations design, implementation, and management KPI’s and supporting reports,dashboards, and executive summaries.- Monitor the effectiveness of the environment and associatedservices against SLA/KPI's, drivingthrough change as needed to design, implement, and manage effective Enterprise cloudand compute operations system services.- Facilitate the development of the Enterprise cloud andcompute operations technology specific continuity of operations / businesscontinuity plan to respond to emergency interruption of Enterprise IT services.- Establish operational minimums for system and infrastructureresiliency against unplanned issues, failures, and attacks.- Develop andimplement disaster recovery and continuity of operation plans to meet or exceedthese minimums- Determine the balance between short-term and long-termprograms in support of the Enterprise cloud and compute operations servicesprovided to the Enterprise, agency, and external customers.- Manage and provide project leadership regarding the design,implementation, and management of Enterprise cloud and compute operationssystems to ensure the most effective use of equipment and human resources.- Develop business case justifications and cost benefitanalyses for technology spending and optimization of initiatives for theEnterprise cloud and compute operations systems.- Develop and document standards, objectives, policies,processes and procedures, and roles and responsibilities to support the design,implementation, and management of cloud and compute operations Enterpriseservices.- Creatively and independently provide resolution to technicalproblems in a cost-effective manner.- Continually evaluate the design and implementation ofEnterprise cloud and compute operations services to ensure sufficient capacityto meet the needs of the agencies and external customers.- Assess and communicate incidents affecting the design,implementation, and management of Enterprise cloud and compute operationstechnology services.- Assess and communicate risks associated with Enterprise cloudand compute operations technology-related investments and purchases.- Approve, prioritize, and execute design, implementation, andoperational project activities supporting the Enterprise project portfolio asthey relate to the selection and acquisition of major cloud and compute operationsinformation systems.- Assist in the definition and communication of procedures,policies, and standards for the design, implementation, and operations ofEnterprise cloud and compute systems, equipment, software, and othertechnologies.- Establish performance measurement standards and evaluateperformance of subordinate employees as required.-Identify and mitigate any risk in the design,implementation, and management of Enterprise cloud and compute operationsservices delivered.- Support their Director, the Commonwealth CIO, and CTOplanning, performance measurement, and evaluation as assigned.-Assist and support the executive leadership in the planning,directing, organizing, and evaluating of Enterprise cloud and compute operationsand initiatives.- Knowledge of complex architectural and infrastructuralconcepts, as well as current industry standards and best practices in largeEnterprises.-Demonstrate personal involvement in the establishment ofITSM processes within the ETSO and the Enterprise.- Leads the ongoing management of IT Service Knowledge withinthe Bureau.-Demonstrates annual improvement in relevant ITSM metrics forthe Bureau.- This position will play a key role in the ongoing adoptionand maturity of service management process within the Enterprise-Travel as required, including overnight status.Skills & ExperienceLeadership & Strategy- Provenexperience leading Cloud & Compute Architecture/Engineeringteams in a large enterprise or public-sector environment.- Abilityto align technology strategy, standards, and roadmaps with CIO/CTOvision and enterprise objectives.- Demonstratedsuccess guiding matrixed organizations that support centralenterprise functions, agencies, and external customers.- Trackrecord establishing a unified, customer-oriented culture acrossdistributed IT teams.Service Management &Operations- Hands-onleadership in ITSM process design, adoption, and maturation(incident, problem, change, knowledge, service catalog).- Demonstratedannual improvement of ITSM metrics and service performance within abureau/enterprise setting.- Experiencedeveloping, tracking, and reporting on SLA/KPI targets for cloud& compute services, including executive dashboards.Cloud Architecture &Platforms- Deepexperience designing, deploying, and managing solutions across majorpublic cloud providers:- AWS (EC2,VPC, IAM, S3, CloudFormation, CloudWatch)- Azure (VMs,VNets, Resource Manager, Monitor, Security Center)- Proficiencyin hybrid and multi-cloud architectures, includinginterconnectivity, workload migration, and policy enforcement.- Expertisein IaaS and PaaS design patterns and optimization for cost,performance, and security.- Experienceimplementing cloud governance frameworks, including taggingstandards, role-based access, and compliance enforcement.- Familiaritywith sovereign or government cloud environments (e.g., AWSGovCloud, Azure Government).Required/Desired Skills Skill Required/Desired Amount of Experience Proven experience leading cloud engineering teams in a large enterprise or public sector environment Required 5.0 Years Ability to align technology strategy, standards and roadmaps with CIO/CTO vision and enterprise objectives Required Demonstrated success guiding organizations that support central enterprise functions, agencies and external customers. Required Track record establishing a unified, customer-oriented culture across distributed IT teams. Required Technical experience designing, deploying and managing solutions across public cloud providers (Azure/AWS preferred) Required Proficiency in hybrid and multi-cloud architectures, including interconnectivity, workload migration, and policy enforcement. Required Relevant cloud certifications in AWS and/or Azure Highly desired
