Owners Construction Manager

The CompanyGlobe 24-7, in partnership with a key client in the gold mining sector, is seeking a senior Owner’s Engineer / Owner’s Construction Manager to oversee both the Front-End Engineering Design (FEED) and the Construction & Commissioning of a new gold CIL processing plant.This is a contract-based position that begins in Toronto for the FEED phase before transitioning to Mauritania during construction and commissioning.The RoleThe successful candidate will represent the Owner during both the design and execution stages of a major gold project, ensuring technical excellence, constructability, and alignment with project objectives.During the FEED, the role will be embedded within the engineering contractor’s team in Toronto, providing oversight on process and mechanical design, layouts, and equipment specifications. Upon transition to Mauritania, the focus will shift to managing on-site construction supervision, commissioning, and handover to operations.This is a hands-on leadership position suited for a technically strong, results-driven professional with proven experience managing both design and construction phases of large-scale gold processing projects in West Africa.The ResponsibilitiesFEED Phase – Toronto (~6 months)Act as the Owner’s technical lead embedded within the FEED contractor team.Oversee process and mechanical design, plant layout, and equipment specifications.Drive design optimization, HAZOPs, and constructability reviews.Ensure all FEED deliverables align with operational, safety, and schedule objectives.Identify and mitigate design and execution risks.Construction & Commissioning Phase – Mauritania (24–30 months)Lead the Owner’s on-site supervision team during construction and commissioning.Oversee EPC/EPCM contractor performance on safety, quality, progress, and cost.Manage installation, pre-commissioning, commissioning, and ramp-up activities.Ensure design intent is maintained and deviations are properly assessed.Promote a culture of safety, compliance, and accountability across site teams.The RequirementsDegree in Mechanical, Process, or Technological Engineering.15–20+ years’ experience in gold project development (CIL processing focus).Demonstrated leadership through FEED and Construction for major gold producers.Proven background in EPC/EPCM management and owner’s team representation.Experience in West Africa (Mauritania, Mali, Senegal, Côte d’Ivoire, or Burkina Faso).Strong communication, coordination, and reporting skills across multidisciplinary teams.Willingness to relocate to Toronto for FEED and to Mauritania for construction.The RewardsThe position offers a competitive remuneration package.
