The SKALA Program's core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia's previous 19 years of support to Indonesia's decentralised government system. The Consultant will also provide technical input to improve SIPPP, with a focus on supporting the integration of Special Autonomy (Otsus) data for Papua. The Consultant will lead the development of Bappenas Dashboard Executive which consists of various data ranging from poverty, basic services and GEDSI. The Consultant will work closely with the Full Stack Developer and other technical team members on the development of SEPAKAT, particularly its front-end interface and seldom supporting the back-end applications and will collaborate with relevant ministries to produce tools that enable regions to access and use data and analysis needed for inclusive planning and budgeting.Click on the link or copy paste it to access the full Terms of Reference for this position: https://tinyurl.com/2zspyzbzAbout YouSpecific Responsibilities Provide front-end development expertise to improve the usability, accessibility, and interface consistency of SEPAKAT, ensuring readiness for interoperability with SIPD and SIKD. Provide technical input to strengthen and enhance SIPPP, particularly to support the integration and utilization of Special Autonomy (Otsus) data for Tanah Papua. Provide technical expertise to ensure high quality UI standards and consistency across SEPAKAT application menu. Provide on-demand technical support during application development, testing, deployment, and maintenance, in coordination with MoHA, Bappenas, MoF, and other stakeholders. Provide analysis and overview on the status of SEPAKAT app and identify further improvement needed to ensure enhancement of the system and readiness for designing and implementing performance applications, identifying, and fixing bottlenecks that may arise from inefficient code. Collaborate with back-end developers and full stack developers to improve usability and overall UI/UX. Work with the team to improve and maintain the integrated system from the front-end, back-end programming, and database design. Provide technical expertise to support development of data updating systems under SEPAKAT system including monitoring dashboard, as required. Provide on-call technical supports to SKALA and sub-national governments during application testing, usage, maintenance, and modification. Other tasks as requested by SKALA and local government.Other Duties Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment. Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.Job Requirements Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain. Work may require long, and flexible hours as needed. Travel is based on need (other options: travel is not required, or occasional travel).Deliverables Documented technical input of interoperability design and implementation between SEPAKAT, SIPD, and SIKD. Documented technical input for the development and enhancement of SIPPP, with a focus on the integration of Special Autonomy (Otsus) data for Tanah Papua. Documented development of front-end prototypes, dashboards, and visualization tools to improve usability and accessibility of SEPAKAT and related applications. Documented input development of SEPAKAT integration interface with the village/sub-national information system Documented input development of SEPAKAT interface regarding specific features, i.e. MSS, GEDSI, climate change, geo-tagging, etc. Documentation of developing, testing, and deploying SEPAKAT web app from the source codes. Documentation of Bugs, Issues and testing reports Wireframe and application manual that has been developed and updated User manual for new application or updating module. Frequently asked questions and answers for updating module in SEPAKAT system Other tasks as requested by SKALA.Relationship ManagementThe role will be working closely with the Data and Analytics team and Government counterparts, under close coordination and reporting to the Data and Analytic Lead.Selection CriteriaEssential Bachelor’s or Master’s degree in computer science, Information and Technology, or related field with minimum 12 years experiences. Experienced working with Government of IndonesiaAnalytical tools, planning systems, and executive dashboard Experience with CodeIgniter Framework and its ORM is a plus. Proficient understanding of code versioning in Git. Familiarity with event-driven programming in PHP and API integration. Experience with CI/CD pipelines or using automation for the deployment process. Basic experience with Docker and Kubernetes. Excellent skills and proven experiences in software engineering and security best practices. Applied knowledge of Object-Orientated Programming concept (OOP) and microservices is a plus Excellent interpersonal skills and written and verbal communication skills.
