Salary determined by experience and certifications.GENERAL STATEMENT OF DUTIESA Police Patrol Officer with the Rexburg Police Department (RPD) enforces Federal, State, City, and local laws and ordinances by performing general duties of law enforcement to ensure the safety and security of life and property, conducting criminal and non-criminal investigations, prevention of crime, apprehension of criminals, and other public safety duties to preserve the peace, reduce fear, and provide for a safe community environment. A Police Patrol Officer is a member of the Patrol Division, which is under the guidance of the Patrol Division Lieutenant.A Patrol Officer is required to uphold the Constitution of the United States and the State of Idaho in protecting the rights and liberties of the citizens and all those within the City of Rexburg, and have a firm knowledge, understanding, and ability to abide by the Law Enforcement Code of Ethics on and off duty.SUPERVISION RECEIVEDIncumbent works under the direction of the Patrol Division Lieutenant through direct supervision from an assigned Patrol Sergeant.CATEGORY AND FLSA STATUSFull-time, Regular, Non-ExemptEssential DutiesEssential Duties include but are not limited to the followingVehicle and Foot Patrols in all residential, business, and school areas in the City of Rexburg while observing, monitoring, and enforcing a wide array of ordinances, laws and statutes. Responding to calls relating to the protection of life and property, traffic incidents and other public safety emergencies. Examples of calls may include domestic violence, burglaries, juvenile and civil disturbances, animal problems, civil protection, medical and fire calls and outside agency assistance.Maintains radio contact with Dispatch; responds to calls or initiates action; reports crimes or suspicious situations; calls for assistance as needed; backs up other officers or units in confrontation or arrest activities as required.Enforces traffic laws and ordinances by monitoring vehicular travel on city streets, issues warnings and citations, performs appropriate field tests when needed and documents all enforcement activities.Responds to and conducts Accident Investigations which may include protecting the scene, administering basic first aid, calling for medical assistance as needed, controlling traffic, clearing the scene and preparing reports and diagrams.Conducts arrests of persons violating the law, as well as conducting preliminary and follow-up investigations; identifies and interviews witnesses, victims, suspects or offenders; serve warrants and conduct searches of persons, vehicles, premises or areas; collects and logs evidence; maintains the safety and security of individuals; assumes custody of suspects or offenders and transports them to appropriate detention or corrections locations; ALL according to established Department policy and procedure.Prepares and completes accurate, clear, and timely reports of all incidents into the Records Management Software (RMS) making sure all pertinent information is written in chronological order. Enter evidence and create and attach documents for court, such as citations, probable cause statements, arrest reports, search warrants and returns, and photographs.Provides crowd control and security for special events, parades, gatherings and other City events as assigned. Covers shifts and assists other divisions as requested.Appears in court to present evidence and accurate sworn testimony as requested.Maintains and upkeeps all Department issued and assigned vehicles, weapons, equipment and uniforms.Attends and represents the Department at meetings, seminars, conferences, and on committees. Attends trainings and maintains all required law enforcement certificates and qualifications.Performs other duties as assigned, as well as those requested by the Chief or Assistant Chief of Police.Required Knowledge, Skills, And AbilitiesHigh School Diploma, GED. College is preferred with emphasis in law enforcement.Must have a valid Class "D" Idaho Driver's LicenseMust be at least 21 years of age or older at the time of employment.US Citizen with no felony or serious criminal convictions.Successful completion of an Idaho POST Basic Certificate.Successful completion of the Field Training Officer Program.Required Knowledge, Skills And AbilitiesSuccessful passing of pre-employment testing (Physical Readiness Test, Written Exam and Oral Board Interview) as well as successful post-offer completion of a thorough background investigation, polygraph exam (CVSA), psychological exam and a drug test as a condition of employment.General Knowledge ofFederal, State, City and local statutes and ordinances applicable to law enforcement on which charges and arrests are executed, including laws of arrest, search, and seizure, and related court procedures and decisions.Law enforcement principles and practices including investigation, identification, patrol, traffic control, records management, report preparation, and custody of persons and property.Rexburg Police Department and City of Rexburg Employee policies and procedures.Geography, demographics and streets of the City of Rexburg.Skill inCommunication and interpersonal skills sufficient to exchange or convey accurate and timely information to relevant persons, both verbally and written.Officer Safety Skills including defensive tactics, restraints, arrest techniques and firearm operations.Safe operation of a motor vehicle and/or other vehicles associated with assignments, including normal and high-speed operations and in all weather conditions.Basic first aid/life saving techniques (CPR).Use of police equipment including firearms, radio, audio and video equipment, as well as computer hardware and software including Microsoft Office programs.Ability toAnalyze and react to emergency situations quickly, calmly and correctly, enact effective courses of action, giving due regard to surrounding hazards and circumstances.Exercise sound judgement in evaluating situations, and in making decisions; assure compliance with and follow safety practices and procedures common to law enforcement work.Gather, assemble, analyze, evaluate, and use facts and evidence in criminal investigations.Maintain accurate, detailed and confidential/sensitive records and information.Remain calm and in control in various stressful situations and with respect for individual rights.Maintain a professional demeanor at all times.Work independently as well as in teams; be self-motivated; use, set, and obtain goals.Accept and make changes when needed in a positive way.Establish and maintain effective working relationships with coworkers, management, city officials, personnel from other law enforcement agencies, and the general public.Work shift work, including day, night, weekends and holidays on a rotating schedulePhysical RequirementsWhile performing essential duties of this job, the employee works in both a general office environment and a mobile patrol vehicle. The position requires regular shift work, including 24/7 shift hours, rotational and/or fixed in both indoor and outdoor environments including extreme weather conditions. Exposure to unknown conditions, including possible hazardous materials and life-threatening situations specific to law enforcement.Employee must possess the ability to sit, stand, walk, run, bend, operate a vehicle, operate a computer keyboard, handle materials or reach with hands and arms. Wear equipment that may weigh up to 50 lbs. The duties require good physical abilities to conduct fieldwork and perform duties of a police officer.Specific vision abilities required include close vision, distance vision, depth perception and ability to adjust focus, conduct research and inspect materials. Sufficient clarity of speech and hearing abilities include those which permit the employee to discern verbal instructions, communicate effectively in person, by telephone or electronic mail.
