The Maryland Department of Housing and Community Development (DHCD) is a nationally-recognized thought leader in bold and transformative approaches to housing development and community revitalization . Within DHCD, the Dvision of Policy, Strategy, & Research (DPSR) works to develop innovative housing policies using data, empirical research, and best practices from the fields of housing and community development. DPSR also supports strategic planning and special initiatives for the agency, including especially efforts to address Maryland's housing affordability crisis.DHCD is looking to immediately hire a qualified Housing Ombudsman within the Division of Policy, Strategy, and Research. The Housing Ombudsman position was created by Governor Moore's Housing Starts Here Executive Order, issued in September of 2025. The goal of this position is to help accelerate the production of housing in Maryland by troubleshooting housing projects that have encountered "red tape" in state and local permitting or entitlement processes by facilitating the activating of opportunity sites, such as government-owned land that is suitable for housing development.DHCD offers a flexible work schedule, telework and job sharing options, training, advancement and career path opportunities, casual business dress on Fridays, and a competitive salary. There is ample parking and our offices are located in walking distance to the New Carrollton MARC Train Station.GRADE21This position offers a salary range of $91,761 - $132,028/year, with potential for advancement up to $142,914 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $132,028/year.LOCATION OF POSITION7800 Harkins RoadLanham, MD 20706The Maryland Department of Housing and Community Development is located in Prince George's County across from the New Carrollton Metro stop.POSITION DUTIESThe Housing Ombudsman will work closely with DHCD leadership and with leaders from across the agency. The Housing Ombudsman will also build relationships with staff at various state and local agencies that play a role in housing production and will work with developers, elected officials, and community leaders to address pain points and obstacles that are hampering development. The Housing Ombudsman will also advise on policy and process changes at the state and local levels that could accelerate housing production timelines and/or reduce project costs.Minimum Qualifications Education: A Bachelor’s degree from an accredited university in economics, political science, public policy, law, real estate, or a related field. Experience: Five years of combined experience working in a government office responsible for permitting, planning, zoning, housing, and/or environmental regulations, working in the office of an elected official, working as a lobbyist, and/or working in the field of housing development and/or community development.Desired Or Preferred Qualifications Experience applying for permits for housing and/or community development projects. Experience reviewing permit applications. Experience with public processes such as public hearings or legislative sessions. Experience working on projects or collaborating with governments in three or more counties in Maryland. At least three years of experience related to capital stacks, development finance, and/or tax credits.
