Mō te tūnga | About the roleThe Legislation Development and Implementation (LDI) Programme purpose is to implement the government's legislative change programme for serious youth offending and children with offending behaviour. This programme consists of legislative, infrastructure and operational components that will enable Oranga Tamariki to deliver Youth Justice and Residential services differently and lead to a safer environment for young people and our kaimahi.

This programme includes the enactment of the Young Serious Offender legislation, targeted at young, persistent and serious offenders. This work is high-profile in the media and with our Minister. The constituent projects are in-flight and at various stages of design and delivery. Ngā pūmanawatanga ōu | What you will bringKey requirements of the role include: Skills: A quick starter, skilled at picking up in-flight activity and understanding where to focus initial efforts.

Can create clarity from ambiguity and bring structure and project discipline to in-flight activityBrings strong Programme Management disciplines (finances, estimating/forecasting, risks/issue management, high-quality documentation, strong critical path planning, good dependency management). Exemplary engagement and communication skills, from building internal and external networks to ongoing management of relationships. Being able to manage communication across multiple agencies, business units and front-line services will be an advantage. High level of understand of the machinery of government, including policy development and business case/cabinet papers. Attributes: Someone who is comfortable dealing with senior managers, both internally and across government.

Someone who loves "working the room" to resolve programme level issues and tension point before they escalateThey are delivery-focused and can keep the programme team motivated and engaged. Someone that can quickly build trust, confidence, rapport and credibility within the programme and with the SRO and other senior stakeholdersSomeone who is firm, but diplomatic - has good emotional intelligence. Experience: Prior experience in the Youth/Justice sector preferred.

Extensive experience at a senior level in a variety of critical programmes , with a proven record of delivering complex legislative driven programmes in a fast-moving environment. Has experience mentoring and coordinating the work of a programme team in all aspects of programme management and business change. Has experience initiating a programme, including programme governance. They have previous experience delivering within in a large/complex organisation, including managing dependencies and integration with other work programmes. They have strong knowledge of the Machinery of Government and the Legislative process.

Has coached less experienced Project Managers and sees value in investing time in others. Annual remuneration for this position starts between $174,846 and $193,569 dependant on experience.
