Job Description

Position SummaryThe Project Engineer (PE) supports successful delivery of structural/civil work on NAVFAC projects from pre-construction through closeout. The PE drives submittals/RFIs, three-phase QC documentation, field engineering support, schedule and cost controls, and coordination with subcontractors, suppliers, and the Prime. This role partners closely with the Project Manager, Superintendent, and QC/Safety leads to ensure compliant, on-time, and on-budget execution.Key ResponsibilitiesPre-Construction & PlanningReview contract, UFGS specs, drawings, and NAVFAC requirements; extract submittal, testing, and closeout deliverables into actionable logs.Assist PM with work plan development, look-ahead schedules, procurement plans, and long-lead strategy.Participate in constructability and design reviews; flag discrepancies, scope gaps, and risks.Submittals, RFIs & Document ControlPrepare, route, and track submittals (mix designs, rebar/shop drawings, formwork/shoring/reshoring, embedded items, earthwork/testing plans, product data).Draft clear RFIs with proposed solutions and cost/schedule impacts; maintain current logs.Maintain organized project records (meeting minutes, daily reports, test results, as-builts) in the contract-specified platform (e.g., Procore or customer-mandated systems).Three-Phase Quality Control (3-Ph QC)Support QC Manager in planning and executing Preparatory, Initial, and Follow-Up meetings/inspections per UFGS 01 45 00 and project QC Plan.Develop and issue Inspection & Test Plans (ITPs), checklists, and hold-points for structural concrete, rebar, formwork, earthwork, utilities, and finishes tied to structural scope.Verify required tests (slump, air, cylinders, soils compaction, weld/NDE as applicable) are scheduled, performed, and logged; close deficiencies promptly.Field Engineering & Technical SupportCoordinate layout requests, benchmarks, control points, and as-built survey data with surveyors.Review rebar placement, bar lists, couplers, embeds, penetrations, and pour sequences against approved shop drawings.Support temporary works (formwork, shoring) submittals and field compliance; escalate non-conformance.Prepare lift drawings, pour cards, pre-pour checklists, and post-pour documentation.Scheduling & Cost ControlDevelop and update 3- to 6-week look-ahead schedules with the Superintendent; align labor, equipment, and material needs.Track quantities placed vs. estimate; support progress measurement, pay applications, and earned value.Assist with change management (quotes, estimates, takeoffs, time impact analyses); maintain PCO/CO logs.Procurement & MaterialsSource and sequence materials to meet schedule; manage approvals, fabrication windows, and deliveries.Coordinate material inspections, storage, protection, and compliance with NAVFAC/contract requirements.Safety & EnvironmentalReinforce site safety in accordance with the project Accident Prevention Plan (APP) and EM 385-1-1 expectations; participate in JHAs/THAs.Ensure environmental/Storm Water Pollution Prevention (SWPPP) and housekeeping controls are implemented and documented.Stakeholder CoordinationInterface with Prime contractor, NAVFAC representatives, designers, test labs, and third-party inspectors.Lead/participate in coordination meetings; produce action items and drive timely closure.CloseoutCompile and submit accurate as-builts, warranties, O&M manuals, training records, and test/commissioning documentation.Support punchlist creation and burn-down; verify final QC documentation completeness.Qualifications Bachelor’s degree in Civil Engineering, Construction Management, or related field (or equivalent experience).3–7+ years’ experience in vertical or horizontal construction with emphasis on structural concrete and civil works; NAVFAC/DoD experience strongly preferred.Working knowledge of UFGS, UFC, three-phase QC methodology, and government submittal/RFI processes.USACE/NAVFAC CQM-C (Construction Quality Management for Contractors) certificate (or ability to obtain within 60 days).OSHA-30 (or ability to obtain promptly).Ability to obtain and maintain DBIDS/base access; valid driver’s license.Excellent technical reading, plan/spec interpretation, and field troubleshooting skills.Technical SkillsProficiency with Microsoft Excel/Word, PDF mark-up tools (e.g., Bluebeam), and scheduling (MS Project or Primavera P6).Experience with construction management platforms (e.g., Procore) and familiarity with customer systems required by contract (e.g., NAVFAC-specified portals).Basic working knowledge of survey/layout coordination, rebar detailing/inspection, concrete placement/curing, earthwork and utilities QA.Core CompetenciesOwnership & urgency; data-driven decision-making.Team orientation; respectful coordination with craft labor, subs, and the Prime.Work Environment & Physical RequirementsPrimarily field-based on active construction sites; routine walking, climbing ladders/scaffolds, and lifting up to ~40 lbs may be required.Exposure to outdoor conditions and normal construction hazards; required PPE provided/used at all times.Location, Schedule & TravelGuam-based; typical schedule is Monday–Saturday as needed by project phase.Occasional travel to neighboring islands for project needs, pre-bid walks, or training.
