The Centre for Humanitarian Dialogue (HD) is a private diplomacy organisation founded on the principles of humanity, neutrality, impartiality and independence. Its mission is to help prevent, mitigate, and resolve armed conflict through dialogue and mediation. Headquartered in Geneva and with several field offices, HD operates in more than 20 countries with more than 350 colleagues.HD is currently looking for a:Project Manager – Outer Space SecurityLocation: FlexibleStarting date: January 2026Overall purpose of the positionHD is developing a new thematic focus on outer space security dedicated to preventing and mitigating conflict-related risks and threats to the security of outer space through informal dialogue and diplomacy. This will include convening dialogue across and within regions, bilateral outreach, and close engagement with multilateral processes on outer space security.The Project Manager will serve to oversee the strategic planning, execution, and management of HD’s outer space project in close coordination with the incoming Senior Advisor on Outer Space and the rest of the Digital Conflict Directorate. The main responsibilities are: Lead the development of HD’s Outer Space Security project, overseeing its overall performance and ensuring coordination and implementation of project activities;Bring in relevant technical outside expertise and forge partnerships where required;Support and oversee advisors, staff and consultants working on the outer space portfolio;Manage donor relations and funding proposals for the outer space project;Represent HD in external engagements and project meetings on outer space;Oversee the financial performance of the outer space project, supervising the production of forecasts, budgets and financial reporting;Provide expert support to the Artificial Intelligence and Emerging Technologies team, particularly on the track of work on military applications of AI, conducting relevant bilateral consultations and taking part in strategy discussions;Support the broader objectives and strategic evolution of the Digital Conflict Directorate.The successful candidate should meet the following criteria:Minimum of 6 years’ experience working at the intersection of technology, diplomacy and conflict, with a focus on outer space and artificial intelligence;Close familiarity with diplomacy efforts on outer space and artificial intelligence;Strong understanding of mediation processes, discreet diplomacy and how it can mitigate risks posed by emerging technologies;Established working relationships with government officials and multilateral bodies working on outer space policy;Masters degree in a relevant field;Experience supervising staff and consultants;The ideal candidate should be politically astute, have strong organisational and communication skills, and be capable of writing clearly and concisely in English.To apply, please send your CV (maximum 2 pages) and a motivation letter in a single PDF file to hrgeneva@hdcentre.org by 9 November 2025.
