Job Description

As the Project Manager, you will be responsible for the effective planning, implementation, and coordination of the project. You will lead project start-up, implementation and close-out processes, ensure adherence to donor and internal compliance standards, oversee budget utilization, implementing partners; and drive high-quality, timely delivery of results across multiple sectors.You will work with considerable autonomy to shape and lead the implementation of the assigned project. You will navigate a complex humanitarian environment that requires adaptation to political instability, climate risk, and diverse regional needs. You will coordinate across departments and partners to ensure programs are effective, safe, and accountable to communities.Your key responsibilities will include:Autonomy and Complexity: Overall responsibility over the management of the projectWork closely with country Support Functions to ensure access, risk mitigation and support supply chain for effective program delivery.High level of coordination with the leadership of the implementing partners to ensure oversight of day-to-day implementation.High level of internal and external coordination to ensure appropriate delivery of the projectKey ResponsibilitiesProject Oversight and ReportingLead and provide overall management to the implementation of all project components ensuring effective, timely, on budget and successful delivery of project milestones and results, ensuring an appropriate project management framework in line with RI guidelines. Review the short- and long-range plans for delivery of project services and provide guidance to the RI staff and implementing partners to improve planning, management and delivery of quality services or various program components.Responsible for the financial, administrative and operational management of the project in line with RI policies, rules, standards and procedures, as well as donor requirements – in collaboration with relevant departments.Act as the budget holder for the project, ensuring that all expenditure is in line with project budget/forecast, and that transactions and documentation comply with RI policies, procedures and minimum standards. Carry out regular budget monitoring and forecasting to ensure spending within the agreed budget parameters.Ensure program quality in coordination with the relevant technical focal points for the direct and indirect implementation of the project.Lead the development of donor reports, and collaborates with relevant colleagues (technical advisors, MEAL, awards and partnership and all support functions) to ensure timely submission of high-quality reporting that complies with donor requirements.Early identify and lead on project modifications in coordination with other country level functionsDevelop an efficient internal communication strategy to ensure clear, effective communication with relevant colleagues (project staff, technical advisors and technical teams, MEAL, awards and partnership and support functions) involved in the quality, timely and compliant delivery of the project.Lead, in coordination with the Awards and Partnership Manager the management of project’s partners – ensuring effective monitoring of partners’ activities.In coordination with DCD-P and other members of the team, ensure proper visibility to the project – internally and externally. Local Partner ManagementOversee partnerships with local/national NGOs including sub-grant development and management, compliance monitoring, and capacity strengthening.Facilitate partner assessments, develop improvement plans, and ensure partner budgets and activities are on track.Ensure partners share reports on time and that they implement activities on time and in compliance with RI and donor regulation2. Budget and Grants ComplianceEnsure adherence to donor rules and internal policies across program expenditures, procurement, and reporting.Lead the development and monitoring of budget vs. actuals (BVAs), working closely with Finance to track spending and reforecast where necessary.Support preparation of high-quality donor reports, including narrative and financial components.Coordinate timely submission of budget modifications, no-cost extensions, and realignment requests as needed.Monitoring, Evaluation, Accountability, and Learning (MEAL)In collaboration with MEAL team, develop and support effective monitoring and evaluation system to ensure collected data during project implementation are correct, verified, analyzed and utilized for project adaptation.Follow routine data collection and reporting procedures; prepare and ensure submission of all required reports to external stakeholders as required, including but not limited to Clusters, MoH, etc.Carry out field assessment/ monitoring visits for evaluating the effectiveness, identifying problems and providing technical support to staff.Facilitate learning along with MEAL and Technical Team to review implementation and adapt programming accordingly.Support accountability mechanisms including community feedback and complaints response systems.People ManagementEnsure staffing is available to support the program implementation.Responsible for day-to-day management of program staff under the direct line management as well as oversight of program staff directly involved in the project implementationFoster a positive team environment that promotes collaboration, performance, and accountability.Provide mentorship /coaching to direct staff as well as other key program teams.Strengthen champion for stronger teamwork and collaboration among program and other relevant departments.Ensure adherence to RI HR policies and support performance management processes.Safeguarding, Gender, and InclusionEnsure safeguarding policies are fully integrated and operationalized in assigned projectsPromote gender-sensitive and inclusive programming, ensuring interventions meet the needs of marginalized groups, including women, children, and persons with disabilities.Monitor implementation environments for risks to beneficiaries and staff and take appropriate actions where safeguarding issues arise.In coordination with key staff, ensure field staff and partners are trained on safeguarding and ensure compliance reporting pathways are well understood and functional.Person SpecificationEssential CriteriaAdvanced degree in International Development, Project Management, Humanitarian Affairs, Social Sciences, or a related field.Minimum of 5 years of progressive program management experience in humanitarian or development settings, with at least 2 years in a context similar to Sudan managing multi-sector grants.Proven experience managing institutional donors funded programs (e.g., UN, USG [BHA, PRM, USAID], ECHO, EC, FCDO, etc.) with demonstrated success in compliance, budgeting, and timely delivery.Demonstrated ability to manage complex programs in fragile, conflict-affected, or protracted crisis settings for at least two years.Solid understanding of MEAL systems and integration of learning into adaptive program implementation.Demonstrated capacity in team leadership, coordination with multi-disciplinary teams, and remote supervision.Experience working with or managing local partners, including due diligence, capacity strengthening, and oversight.Strong analytical, communication, problem-solving, and stakeholder engagement skills.Fluency in English (both spoken and written).Desirable CriteriaPrevious experience working in Sudan or a comparable humanitarian operating environmentProficiency in Arabic.Familiarity with digital tools for project management, remote monitoring, and data collection in insecure contexts.RI ValuesRelief International upholds the humanitarian principles of humanity, neutrality, impartiality, and operational independence and affirms its commitment to engaging with the most vulnerable communities.We value:InclusivenessTransparency and accountabilityAgility and innovationCollaborationSustainability
