We believe that the power to transform Africa's health lies within its communities, and therefore strive to ensure that health systems are not only functional but that communities are empowered to hold these systems accountable for the delivery of quality and affordable health care.Job DescriptionJOB SUMMARY:As a project officer he/ she will be responsible for the planning, implementation, monitoring, and evaluation of project activities involving four thematic areas of intervention (Health, Nutrition, protection, GBVs). He/ She will work closely with various stakeholders to ensure effective delivery of services and promote an inclusive environment for the target population. Under the supervision of the regional manager, the project officers will lead the overall implementation of the project at woreda level. The project officers will be responsible for project planning, implementation, monitoring, evaluation, and reporting. He/she will ensure that the project is delivered on time and meets its objectives by developing detailed project plans, proper use of resource allocated, and adhering to budget and scope constraints.DUTIES AND RESPONSIBLITIES:Project implementation Ensure timely development of NAGAA project work plan and seek timely approval. Ensure that implementation challenges are addressed; lessons are identified, documented and reported to regional managerDevelop and timely submit monthly and quarterly plan, monitor implementation and quality reports submitted on regular basisEnsure implementations of the project activities are in line with the approved work plan and that the activities are implementing in quality, efficient and timely manner. Make regular communication and work closely with government partners at zonal, woreda and kebele levels on project planning, implementation and reportingDevelop TORs & implement project activities in alignment with the project objectives and goals. Facilitate training sessions and workshops for beneficiaries/health extension workers, community members, and other relevant stakeholders. Collaborate with OPDs, MCH and other case teams to enhance service delivery and support systems for children and youth with disabilities. Develop communication materials to promote project activities and successes. Participate in regular team meetings and contribute to strategic planning of the organization. Financial ManagementDevelop NAGAA project activity work plans and budget plans Ensure that financial utilization is in accordance with the approved budget and in compliance with Amref Health Africa and donor requirements and guidelines Assist in resource mobilization efforts to ensure project sustainability& develop proposals. Project Coordination and NetworkingCoordinate with local communities, families, and stakeholders to promote awareness and understanding of disability rights and services. Ensure the partners in project implementing zones and woredas are well communicated about the purpose of the platformThe position holder will organize lesson-learning session and ensure this is done on regularly basis at zonal and woreda level. Attend on the different platform related project related platforms, present, and update the project progress. Participate and actively engage in different technical working groups Actively participate on monthly and quarterly field office level planning and review meetings Coordinate and ensure that the project's administrative processes, such as logistics, procurement, and policies are fully implemented according to Amref Health Africa and donor proceduresMonitoring and EvaluationMonitor project activities according to the annual work plan using a variety of methods: review of reports, site visits to review records and to interview stakeholders and beneficiaries. Monitor and evaluate project progress, collecting data and preparing reports on outcomes and impact. Ensure that monitoring and reporting tools are developed and used in collaboration with project partnersEnsure documentation, monitoring visit and follow up on actions points. Document improvement or changes recommended at last monitoring visit. Report regularly to regional manager on project updates, issues, needs, problems, or ideas for improving the project performanceProblem solving/conflict managementRegularly scan environment, plan and address issues in timely mannerEnsure effective communication and facilitate discussion among project partners, government sector officesIdentify bottlenecks/issues with project partners, government sector offices and negotiate solutions QualificationsMinimum requirements:The job holders is expected to have master degree in public health or health care management with good knowledge of the thematic areasThe job holder should have at least five years of Experience in project and programme implementation especially in NGO setting. Experience in coordinating emergency interventions (health and nutrition in intervention) in drought affected communities. Excellent interpersonal and communication skillsStrong presentation, reporting, and communication skills; Ability to work effectively under pressureSpoken and written fluency in English, Oromiffia and Amharic languageSkills: Basic computer skills, and other nutrition and health including SGBV project related trainingsCompetences:Skill in Case/success story development ,Data visualization and analytics,Demonstrated commitment to creating a learning environment in an activity including experiences leading knowledge management practices;Partner’s management skill,Proposal and report writing skill,Unprecedented computer skills,Experience working in a team management approach,Ability to work effectively under pressure.
