PURPOSE OF THE JOBServe as the technical representative to customers and external stakeholders from NTP through the end of the warranty period for Signaling and SCADA systems.Manage the technical scope of the project and deal with internal and external sub-systems interfaces, reaching the performances required.Collaborate and coordinate with the project core team and ensure the integration of the Alstom solution within the project.Controls the technical consistency through a strong engineering process management, quality, cost and delivery (QCD) approach.Support the identification and mitigation of technical risks, ensuring proactive resolution and continuous improvement throughout the project lifecycle.Contribute to the development of technical documentation, design reviews and validation processes to ensure successful project execution and customer satisfaction.ORGANISATION Organization structure (job belongs to...) RSY / Signaling and Scada Reports directly to: Signaling and SCADA Project manager Other reporting to: Signaling Regional Center Direct reports: Technical local teamProject Engineering Manager (PrEM) functionally reports to PTMNetwork & Links Internal Project Core TeamPrEM and technical representative for each solution deployedInstallation ManagerProcurement ManagerT&C ManagerMethods & Tools CommunityProject EHS Manager External Customer and his technical representativeSuppliers and sub-contractors for External interfacesMain Responsabilities Key accountabilities: Technical Leadership and Customer InterfaceAct as the primary technical representative to the customer, internal and external stakeholders from Notice to Proceed (NTP) to the end of the warranty period for Signaling and SCADA systems.Lead all technical communications with the customer, contractors and consortium partners.Ensure customer acceptance of the overall project solution.Organize and lead internal design reviewsOrganize and lead design reviews with the customer. Technical Scope and Compliance ManagementManage the technical scope of the project, including internal and external subsystem interfaces, ensuring performance targets are met.Identify and assess technical risks; develop mitigation plans in coordination with the Project Engineering Manager (PrEM).Ensure compliance with all applicable local regulations and standards in Israel.Establish the input configuration baseline using customer inputs to support solution deployment by the Design Leading Unit (DLU).Oversee on-shore project design and application engineering activities.Ensure contractual performance requirements are achieved.Review and approve technical documentation, including engineering, installation and testing & commissioning (T&C) deliverables.Integration and CoordinationCollaborate with the project core team to integrate the ALSTOM solution into the overall project.Provide technical inputs to the PrEM for deployment process implementation.Distribute technical documentation to core team members for industrialization, sourcing, installation and T&C (e.g., Migration Plan, External Interfaces, SyOCD inputs).Resolve technical issues raised by core team members in collaboration with the Design Leading Unit (DLU) of each subsystem. Engineering Process and QCDEnsure full adherence to engineering processes and best practices.Apply a strong quality, cost, and delivery (QCD) approach to technical management.Contribute to the identification and development of claims and variation orders. Solution Management and Configuration ControlManage the customization and parameterization of the generic solution to meet project-specific QCDP (Quality, Cost, Delivery, Performance) commitments.Supervise the Project Requirements Database (PRD) to ensure full coverage and demonstration of requirements.Lead the global project Change Control Board (CCB) and oversee configuration management, with delegation to the PrEM during the design phase. Warranty Phase SupportCoordinate technical actions during the warranty phase to resolve outstanding issues, in alignment with the Project Warranty Manager (PrWM). Performance measurements: Project QCDP Compliance:Achievement of project objectives in terms of Quality, Cost, Delivery on time and Performance.Customer Satisfaction and Technical Approval:Timely customer approval of all technical documentation and deliverables.Positive resolution of customer concerns related to technical aspects of the project.Minimal number of customer-raised technical issues or rejections.Contractual Requirements Fulfillment:Full traceability and coverage of all contractual technical requirements.Demonstrated compliance through validation, verification, and documented evidence.Technical Risk and Issue Management:Proactive identification and mitigation of technical risks.Timely resolution of technical issues with minimal impact on project delivery.Educational Requirements MAIN REQUIRED COMPETENCESMandatory:B.Sc. in Electrical, Electronics or Mechanical EngineeringDesirable:M.Sc. in Electrical, Electronics or Mechanical EngineeringDegree in Signaling competencyExperienceMandatory:8 Years of professional experience in Engineering / Technical functions5 Professional experience in Railway SignalingDesirable:Broad Knowledge of urban / railway systemsExperience of managing diverse team and proficiency in people managementKnowledge and experience in integration activityBehavioral CompetenciesFluent in English and HebrewAbility to adapt to multi-disciplinary environmentsProblem resolution skillsResult oriented mindsetAbility to work under stringent timelinesStrong technical leadership Behavioral and able to interact with multidisciplinary teamsDemonstrate QCD commitment on delivering engineering worksAble to ensure a proper application Disciplined Processes to deliver complex engineeringCapability to take decisionCreate EnthusiasmPromote TeamworkFoster Open Dialogue and ListensManage Conflicts of IdeasAct as a Team PlayerGood co-ordination and communication skills
