Bangladesh Legal Aid and Services Trust (BLAST) is looking for Protection Manager (PLARC project)Job Context: BLAST is one of the leading legal services organizations in Bangladesh and the only one that provides access to legal aid across the spectrum, from the frontlines of the formal justice system to the apex court. It prioritizes support to women, men, and children living in poverty or facing disadvantage or discrimination. It also provides legal aid, advice, and representation across a range of areas, including civil, criminal, family, labour, and land law, as well as on constitutional rights and remedies, providing access to judicial remedies alongside alternative dispute resolution wherever appropriate. Alongside individual legal aid, BLAST undertakes strategic litigation, or public interest litigation, as a key part of its advocacy for law and policy reforms to ensure effective legal protection of rights. Currently operating in 23 districts across the country, BLAST works through its staff lawyers (and paralegals) at headquarters and in each district office/unit office, in collaboration with its enlisted panel of about 2600 lawyers across the country who provide legal redress to clients on a pro bono basis, with a nominal honorarium.Position Description: It is a mid-level position based at the Ukhia, Cox’s Bazar Project Office. The Protection Manager will monitor the functioning of several Clusters, which are composed of several PFPs (BLAST), BRAC, or BLAST Legal Officers and UNHCR Protection Focal Point, each with distinct responsibilities. The Protection Manager will oversee the work of Protection Focal Points (BLAST) across multiple camps, ensuring the delivery of protection services, counselling, and individual case management in close collaboration with UNHCR Protection Focal Points and BLAST/BRAC PFPs. This role also involves monitoring and reporting on protection incidents, liaising with authorities, guiding advocacy efforts, and ensuring that the protection activities uphold the rights, safety, and well-being of the refugee population. Duties & Responsibilities:Supervise and provide technical guidance to multiple Protection Focal Points (BLAST) to ensure effective delivery of protection services. Oversee individual protection case management, protection counselling, referrals, and documentation in compliance with BLAST and UNHCR standards.Coordinate closely with BLAST’s Legal Coordinator, Legal Team for legal activities, and UNHCR Protection staff to ensure smooth operations.Monitor performance of PFPs (BLAST) and provide mentorship, guidance, and support to strengthen their capacity.Facilitate capacity-building initiatives for staff, authorities, and partner organizations on protection matters.Guide advocacy efforts with authorities to achieve protection outcomes, including access to documentation.Contribute to planning, monitoring, and strategic development of protection interventions in assigned camps.Ensure ethical, efficient, and consistent implementation of BLAST’s legal and protection programs.Maintain close coordination with Clusters of responsibility to ensure achievement of deliverables (protection case management and protection monitoring/reporting), which entails close monitoring of Key Performance Indicators of the PFPs (BLAST) in the Cluster.Assist with individual counselling on protection issues, and individual case management in complex or sensitive cases in close coordination with UNHCR Protection Focal Point and other UNHCR protection staff.Liaise with and advocate with competent authorities to ensure protection outcomes, including the issuance of documentation.Oversee the maintenance of protection case records and interventions by PFPs, ensuring secure and accurate documentation.Supervise the compilation and analysis of protection monitoring data from PFPs and camps of responsibility.Provide guidance and oversight to Protection volunteers and PFPs, promoting their capacity-building and effective performance.Ensure compliance with, and monitor adherence to, Standard Operating Procedures (SOPs) for all protection activities within the teams supervised.Participate in initiatives to capacitate authorities, relevant institutions, staff, and NGOs to strengthen national protection-related legislation and procedures, along with the legal coordinator.Monitor and stay informed of political, social, economic, and cultural developments affecting the protection environment, and provide strategic guidance to LPFPs accordingly.Supervise and monitor PFPs’ performance, including case management, counselling, referrals, and protection interventions, ensuring outputs align with protection objectives.Ensure timely, accurate, and secure reporting of protection incidents, case documentation, and monitoring data from LPFPs and report to the legal coordinator.Oversee compliance with BLAST and UNHCR protection standards, SOPs, and professional integrity across all protection activities. Track and support capacity-building initiatives for PFPs, Protection volunteers, and partner staff, providing guidance and feedback as needed.Monitor advocacy efforts, identify emerging protection risks, and ensure timely strategic responses to safeguard refugee rights and well-being.S/he will perform all regular duties under the Programme Director`s supervision, with additional advice as needed from Litigation Director/AD and Program Director.Perform other relevant duties assigned by BLAST management.Educational RequirementsBachelor’s degree required in any discipline; preferably in Law, Political Science, Human Rights, Social Sciences, or related field.Master’s degree in any discipline; preferably in Law, Political Science, International Law, Refugee Law, Human Rights, Social Sciences, or related discipline.Specialized training or certification in Refugee Law, Protection, Human Rights, or Case Management will be considered an added advantage.Experience RequirementsAt least 5 year(s)The applicants should have experience in the following business area(s):NGO,Development AgencyRequirements:Minimum 5 years of relevant professional experience in protection case management, or human rights work, preferably with refugees or displaced populations.Demonstrated experience in supervising staff or teams, counselling, advocacy, and liaising with authorities (e.g., police, administration, RRRC, CiCs).Experience working with UN agencies, INGOs, or national NGOs on refugee protection or legal aid projects.Prior experience in capacity-building, mentoring, or supervising volunteers or staff.Familiarity with the Rohingya refugee context in Cox’s Bazar or other humanitarian settings.Ability to lead, mentor, and manage multiple PFPs and protection volunteers effectively.Ability to review and guide PFPs in maintaining accurate case records.Ability to supervise PFPs in applying structured case management, counselling, and referral pathways in line with protection principles.Ensure PFPs handle sensitive information with discretion, maintaining BLAST’s code of conduct and professional standards along with UNHCR’s SOP.Ability to work effectively with PFPs, BLAST, and UNHCR colleagues, partner organizations, and authorities to deliver integrated protection services.Guide PFPs in working respectfully and effectively with displaced populations and diverse stakeholders.Oversee PFPs’ record-keeping, monitoring, and reporting to ensure timely and quality outputs.Supervise PFPs in emergency protection situations, providing guidance and support.Identify protection gaps, monitor risks, and provide guidance to PFPs for timely and effective responses.Mentor and train PFPs and protection volunteers to strengthen their knowledge, skills, and performance in delivering protection services.Proficient in communication skills, with drafting and report writing capabilities in Bangla and English.Good command of written/spoken English and knowledge of Chittagonian and/or Rohingya language.Knowledgeable in computer operations, particularly in MS Word, Excel, PowerPoint, and Outlook, as well as email communication.Additional Requirements:Working with the NGO sector is preferable.Demonstrates knowledge and understanding of theories, concepts, and approaches relevant to the International Human Rights Law, International Humanitarian Law, National Laws, and GBV context.Proven skills and competencies to work as a team lead.Experience in developing and implementing Standard Operating Procedures (SOPs) and ensuring compliance across teams.Familiarity with protection monitoring tools, databases, and reporting systems.Ability to work in complex, high-pressure, and multicultural humanitarian settings.Strong analytical, planning, and organizational skills for overseeing protection operations across multiple camps.Prior exposure to the Rohingya refugee context in Cox’s Bazar or similar refugee/displacement settings is an advantage.Good communication and articulation skills, awareness of socio-economic, cultural, and political sensitivities.Understanding of evidence-based behavior change practices.Effective communication.
