Department: External AffairsReports to: VP External AffairsLocation: Indonesia (HQ)Role SummarySupport VP External Affairs in building, managing, and strengthening relationships with government bodies, industry associations, policy makers, community and other external stakeholders.This role is critical to ensure FOOM compliance, maintain a strong advocacy position, and secure support from external stakeholders to protect our license to operate in Indonesia and our international market expansion.Job Responsibilities1. Government Relations & Stakeholder EngagementBuild and maintain strong relationships with key government ministries ((including but not limited to the Ministry of Health, Ministry of Finance, Customs, BPOM, Ministry of Communication and Information, Ministry of Industry, and local governments) and other external stakeholders.Identify key stakeholders amongst the vape industry and FOOM’s business operations. Conduct regular engagement activities, including stakeholder mapping, strategic planning, and reporting.Manage external compliance and ensure all company activities adhere to applicable government regulations.2. Advocacy & Policy DevelopmentDevelop advocacy strategies to support policies that promote innovation and harm reduction. Take part in engagements with industry associations, chambers of commerce, think tanks, and NGOs.Shape the company’s position on key public issues, including public health, excise, product safety, and advertising.Represent the company in public discussions, industry forums, events, hearings, and regulatory consultations.3. External Communications & Reputation ManagementDevelop external communications related to public affairs, including official statements, policy papers, and briefing notes. Manage public issues that may impact the company’s reputation.Collaborate with the Corporate Communications team to ensure alignment of company messaging.4. Cross-functional collaborationCollaborate with Marketing, Commercial, Product, and Supply Chain departments on product-related regulatory matters. Provide regulatory input throughout product development, including packaging, labeling, flavor policy, and export processes.Support international expansion from a regulatory perspective, particularly in markets such as the UAE, France, and South Korea.RequirementsEducation & ExperienceMinimum 5–7 years of experience in Public Affairs, Government Relations, External Affairs, Public Policy, or Legal. Experience in the following industries is a strong advantage: vape/tobacco, FMCG, pharmaceuticals, health sector, or other highly regulated industries.Well-established network within government institutions or industry associations.Proven track record in managing regulatory issues, lobbying, policy negotiation, and stakeholder engagement.Skills & CompetenciesStrong regulatory analysis skills with the ability to translate complex issues into actionable business strategies.Excellent communication, negotiation, and presentation skills. Ability to work effectively in a complex, agile, and fast-paced environment.Knowledge of the vape/tobacco industry is a plus.Fluency in English is mandatory; proficiency in Mandarin is a plus.Personal AttributesHigh integrity and professionalism.
