Job Title: Purchasing ManagerDepartment: Finance / ProcurementLocation: Plaza Premium Lounge, Phnom Penh International Airport (KTI Airport)Reports to: Regional Head of Procurement - Southeast AsiaSupervises: Purchasing Officer / StorekeeperJob Summary:The Purchasing Manager is responsible for managing and overseeing all procurement activities to ensure timely, cost-effective, and quality sourcing of products and services for both Plaza Premium Lounge and Plaza Premium First operations. This role ensures compliance with company policies, supports operational needs, and builds strong relationships with suppliers to enhance efficiency and value.Key Responsibilities:1. Procurement & SourcingDevelop, implement, and manage purchasing strategies that align with company objectives.Source, negotiate, and evaluate suppliers for food & beverage, equipment, amenities, housekeeping, and maintenance supplies.Ensure all purchases meet quality standards and operational requirements while maintaining cost control.Maintain approved vendor lists and ensure supplier compliance with company policies and safety standards.2. Inventory & Cost ControlCoordinate with the Finance and Operations teams to maintain optimal inventory levels.Oversee purchase requisitions, purchase orders, and stock replenishment processes.Monitor purchase budgets and track spending to identify cost-saving opportunities.Conduct periodic market surveys and benchmarking for pricing and quality comparison.3. Vendor ManagementEstablish and maintain strong supplier relationships to ensure reliable supply and service.Evaluate vendor performance regularly and address issues promptly.Negotiate payment terms, contracts, and long-term agreements for cost efficiency.4. Compliance & DocumentationEnsure all procurement activities comply with company SOPs, and audit requirements.Maintain accurate records of purchasing data, contracts, and supplier documentation.Support internal and external audit requirements related to procurement and inventory.5. Coordination & SupportCollaborate with Lounge Managers, Kitchen, and Engineering teams to identify and fulfill purchasing needs.Liaise with the Finance team for timely vendor payments and reconciliation.Participate in cross-functional projects to enhance procurement processes.Qualification & Experience:Bachelor’s Degree in Business Administration, Supply Chain Management, Finance, or a related field.Minimum 3–5 years of purchasing or procurement experience, preferably in hospitality, F&B, or airport operations.Strong negotiation, analytical, and problem-solving skills.Excellent communication and interpersonal abilities.Knowledge of procurement systems, cost control, and inventory management.High integrity, accuracy, and attention to detail.Proficient in Microsoft Excel and procurement software (e.g., Zoho, SAP, or similar).Core Competencies:Strategic sourcing and vendor negotiationCost and quality managementCommunication and teamworkProcess improvement and compliance awarenessLeadership and decision-makingWorking Conditions:Based at Phnom Penh International Airport (KTI).6-day work week (Monday to Saturday, half-day).Occasionally required to visit suppliers or attend external meetings.
