These include world-class licensed process technologies, differentiated advisory services, deep technical domain expertise, energy transition solutions, high-end design and engineering capabilities, and smart solutions to optimize planned and operating assets."Scope of WorkProvide QA/QC leadership for mechanical and piping (M&P) disciplines across the ROO Project facilities.Oversee upstream works related to Water Injection Facilities, Oil Processing, ESPs, Tanks, flowlines and trucklines, production headers, and ring mains.Ensure compliance with project specifications, international codes and standards, client requirements, and HSE policies throughout the fabrication, erection, commissioning, and handover phases.Job PurposeEnsure the mechanical and piping works meet project requirements, codes, standards, and quality objectives.Establish and maintain QA/QC plans, procedures, deviations management, and inspection & test plans (ITPs) for all M&P activities.Lead quality assurance activities, supplier / contractor QA oversight, and non-conformance (NCR) management to drive defect-free delivery.Interface with design, procurement, construction, and commissioning teams to ensure quality integration and timely project delivery.Key ResponsibilitiesDevelop, implement, and maintain QA/QC plans, ITPs, inspection & test records, and quality control procedures for all M&P activities within the ROO scope.Conduct supplier and contractor pre-qualification assessments, hold points, and surveillance to ensure adherence to requirements.Perform design reviews for mechanical & piping drawings and specifications to ensure constructability and quality compliance.Lead and participate in material control, welding procedures and qualifications, NDT plans, and coating/paint inspection programs.Manage non-conformance reporting, root cause analysis, CAPA, and verification of corrective actions.Ensure welding, fabrication, and erection activities comply with applicable codes (e.g., ASME VIII/Section IX, API, ISO 9001) and project standards.Review and approve supplier quality plans, FAT/SAT procedures, and vendor drawings for M&P equipment.Coordinate with HSE and project controls to align quality with schedule and safety requirements.Implement and monitor QA/QC metrics (defect density, NCR closure, inspection media effectiveness) and prepare quality dashboards for site leadership and client.Support calibration, verification, and maintenance of inspection tools and equipment.Lead interfaces with client representatives, inspectors, and third-party QA/QC agencies as needed.Ensure documentation handover packages (as-built, O&M manuals, warranties) are complete and accurate.Technical Skills (Required)Minimum 10+ years of site experience in the oil & gas industry with a focus on QA/QC for mechanical and piping activities.Strong knowledge of mechanical and piping codes and standards (e.g., ASME B31.3/B31.1, ASME Section VIII, API standards, NACE corrosion standards, ISO 9001).Experience with welding procedures, welder qualifications, and NDT methods (RT, VT, UT, MPI) and associated codes.Proficiency in inspection and testing methods (PQR, PSR, WPS, WWT, FAI, FAT/SAT) and ITP development.Familiarity with upstream facilities (water injection, oil processing, ESPs, tanks, flowlines, trucklines, headers, ring mains) and related QA/QC considerations.Knowledge of material control, coatings, corrosion protection, and surface preparation standards.Experience with documentation control, QA/QC software/tools, and Microsoft Office suite.Understanding of permit-to-work systems and interface with construction/commissioning teams for quality assurance.QualificationsBachelor’s degree in Mechanical Engineering, Petroleum Engineering, or a related discipline.Relevant certifications in QA/QC, welding inspection (e.g., CSWIP, API 1104, ASNT NDT certifications), or equivalent are preferred.Knowledge of ISO 9001 quality management systems; prior experience leading QA/QC on large oil & gas projects is advantageous.Valid permits/ability to work in Iraq and to obtain necessary clearances per project governance.Minimum 10+ years of site experience in the oil & gas industry.Prior QA/QC leadership experience on mechanical and piping scopes within upstream projects is preferred.Soft SkillsStrong attention to detail with a methodical, error-averse approach.Excellent communication and teamwork abilities; able to interface with engineers, construction teams, suppliers, and client representatives.Problem-solving mindset with the ability to drive corrective actions and continuous improvement.Self-motivated, proactive, and able to manage multiple tasks under tight deadlines.Cultural sensitivity and the ability to work effectively in a Middle East project environment.Fluency in English (verbal and written); Arabic knowledge is a plus.R2114857
