Position OverviewQS CSA will report directly to the QS head and play a key role in managing the overall cost control and quantity surveying activities for the infrastructure (civil), structure & architecture scope. This position involves close coordination with the Engineering team to ensure design completeness, collaboration with the QS Consultant for quantity take-off and cost estimation, and preparation of tender documents and evaluations. The QS CSA will also be responsible for contract overview, progress measurement, variation (SI/VO) assessment, and final account preparation. In addition, this role requires effective coordination with the QS MEP to prevent any overlap in scope or cost and to ensure that all works are properly covered.Key OutcomesAccurate and transparent cost estimation and control for all CSA works within building construction or healthcare facilities.Effective coordination with Engineering and QS Consultant to ensure all designs are complete and quantifiable before cost estimationSmooth tender process with clear documentation and fair evaluation resultsWell-managed contract administration, including progress claim verification, variation (SI/VO) control, and final account settlement.Consistent cost control and reporting aligned with approved budgets and project targets.Reduced number and value of unplanned variations, demonstrating proactive management and design coordination.Primary Duties and ResponsibilitiesPrepare detailed costs plans, estimates, and bills of quantities (BOQs) for civil, structural, and architectural works in building construction (hospital facilities).Support the tendering process, including document preparation, bid evaluation, and contract negotiations.Monitor and control project budgets, expenditures, and financial forecasts.Evaluate contractor progress claims, variations, and extensions of time.Conduct site visits to verify quantities, work completion, and compliance with design intent.Manage post-contract administration, including cost reporting, risk tracking, and change management.Coordinate with architects, engineers, and project teams to resolve design or cost related issuesEnsure compliance with health, safety, and environmental (HSE) standards and hospital construction guidelines.Prepare and maintain accurate project documentation, cost reports, and final accounts. Selection CriteriaEssentialBachelor's degree in Civil Engineering.Min 5 years of relevant experience in building construction project (, hospital, commercial, or high rise)Strong understanding of CSA works, construction methods, and cost estimation principlesFamiliarity with FIDIC or similar forms of contract and public procurement proceduresProficiency in cost estimation and project management tools.Detail-oriented, Strong analytical and commercial acumen with attention to detailExcellent interpersonal and negotiation skillsAbility to work collaboratively in multidisciplinary team and under tight deadlines
