Egis’ long history of providing comprehensive engineering, consulting, and project management services makes it a trusted partner for regional governments, investors, and developers.Job DescriptionWe are seeking a skilled Quantity Surveyor (Pre-Contract) to join our team in the UAE. The role involves managing cost planning, estimating, measurement, and commercial analysis for buildings and infrastructure scope - pre-contract stage. The successful candidate will be responsible for accurate Cost Planning, Bills of Quantities (BOQs), tender documentation, value engineering support, and commercial input to ensure competitive and compliant bids.Key ResponsibilitiesReview design drawings, specifications, and scope documents for buildings and infrastructure packages. Perform detailed quantity take-offs at concept, schematic, and detailed / tender design stages. Prepare accurate Bills of Quantities (BOQs) and cost estimates in compliance with POMI, NRM, and CESMM standards as applicable. Support preparation of tender submissions, cost schedules, and rate build-ups. Conduct market research on material, labour, and subcontractor rates within the GCC. Participate in value engineering exercises, identifying cost optimisation opportunities. Assist in drafting tender and contract documents, ensuring commercial accuracy and clarity. Liaise with suppliers and subcontractors to validate rates and quotations. Provide commercial risk assessments, highlight discrepancies, and raise clarifications where required. Support bid review meetings and negotiations with consultants/clients. Maintain accurate cost data, benchmarks, and ensure timely delivery of all pre-contract outputs. QualificationsBachelor's degree in Quantity Surveying, or a related fieldProfessional certification from a recognized institution (e.g., MRICS, AACE International) an advantageMinimum of 5 years of experience in quantity surveying or cost consultancy. Previous experience in the Middle East region is essential. Strong working knowledge of recognised standards of measurement: POMI, NRM, and CESMM. Proven track record in cost estimation, BOQ preparation, and rate analysisSound understanding of tendering procedures, subcontractor pricing, and procurement. Proficiency in cost estimation software (e.g., CostX) and Microsoft Office Suite, especially ExcelStrong mathematical and analytical skills with a keen eye for detailExcellent communication and negotiation skills, with the ability to interact effectively with clients, contractors, and team membersIn-depth knowledge of construction industry standards, practices, and current market ratesAbility to work efficiently under pressure and meet tight deadlinesFluency in English
