USG Eliminate TB is a five-year USG-funded project implemented by MSH and its international and local partners to reduce TB incidence and mortality to achieve End TB strategy milestones and targets by increasing the quality, access, utilization, and sustainability of TB services in Ethiopia. Eliminate TB project’s support focuses on improving access and utilization to quality and patient-centered comprehensive TB services.Overall ResponsibilitiesThe Regional Senior TB & PMDT (programmatic management of drug-resistant TB) advisor is the leading regional technical TB, TB/HIV and MDR TB expert for Eliminate TB project which is funded by USG funding. She/he serves as a technical expert who will provide capacity building and technical support to the Regional Health Bureaus, ZHDs and ETB project zonal technical experts towards lifesaving activities. Work very closely with the Regional Health Bureaus, Project Regional manager, Regional Laboratory advisor and Zonal TB coordinators. He/she will also represent the project in Regional and Zonal program planning joint clinical mentorship and monitoring of life saving activities in his/her assigned region (s).Specific ResponsibilitiesBuild the capacity of zonal TB coordinators (ZTCs) in project implementation, monitoring and evaluation,Lead preparation of regional/ Zonal project annual plan for drug susceptible and drug-resistant TB,Support the regional team in identifying specific barriers to low MDR TB case finding and ensure appropriate treatment including with new regimens,Support the implementation of high impact interventions in the region and monitor progress using agreed upon M&E tools,Manage program and clinical mentoring and capacity building on technical areas (TB, DR TB, TB/HIV),Serve as a resource person for the regional team in matters pertaining to clinical and programmatic management of DR-TB using the nationally approved model of care,Support RHBs, zonal health departments and treatment centers in the implementation of innovative MDR TB case finding strategies including screening close contacts of index cases,Closely work with and support subgrantee local organization(s) on community TB care,Share /communicate the weekly and monthly zonal level activity implementation status and progress summary reports,Develop close working relationships with RHB and ZHDs and other stakeholders in the Region that have responsibility for strengthening and improving tuberculosis control and prevention programs,Adapt existing procedures in place and capacitate the RHB TB experts to meet the needs of the Regional Health Bureau TB control and prevention program in consultation with the Regional Manager,She/he will serve as a technical advisor as well as technical coordinator to provide technical support for RHB, ZHDs and project technical team to ensure improved TB case finding and treatment outcome in the region (s),She/he will conduct/coordinate regular mentorship for HFs which require more support including high load HFs/Hospitals, MDR TB TICs, MDR TB TFCs etc.She/he will assist the Zonal TB coordinators in the capacity building activities of the TB experts in the ZHD, WoHO and health facilities,Work with the Regional Health Bureau and project team to effectively address operational challenges for TB case finding and treatment including accessing high risk populations for TB MDR TB, new diagnostics and new TB/DR TB drug supplies with the Zonal TB coordinators and regional Laboratory advisors,She/he will assist the RHB in data analysis and utilization of the data for local decision making with Regional Monitoring and Evaluation advisor,Lead the implementation & monitoring of zonal project activity plan,Ensure the experiences from the project demonstration Zones and Woredas are shared to the non- demonstration Zones and Woredas,Actively participate in the regular regional TB & PMDT technical working groups,Document and communicate zonal level success stories/best practices,Lead the quarterly and annual project report preparations and submission to the regional office,Collaborate with the other USG supported projects and other partners in the regions,Undertake other responsibilities assigned by the supervisor.QualificationsQUALIFICATIONSMD plus MSc/ MPH from recognized university,Previous experience as regional TB, TB/HIV and MDR TB program advisor/coordinator or equivalent,7+ years of work experience in TB, MDR TB or HIV programs in Ethiopia,Previous experience with USG funded projects is an advantage,Excellent communication, interpersonal skills, demonstrated leadership, and the ability to work collaboratively with culturally diverse partners,Computer literacy; competency with Microsoft Office, internet, and email systems,Fluency in written and spoken English is required.Ability to work independently as well as in collaboration with colleagues and partners.Willingness to travel frequently (up to 50% of the time) within the region.Knowledge And SkillsPrevious experience of TB program and support is required.Understanding TB DOTS, PMDT & TB/HIV and EQA programs is essential.Previous experience with USG funded related projects is an advantage.Excellent communication, and interpersonal skills, demonstrated leadership, and the ability to work collaboratively with partners.Computer literacy: competency with Microsoft Office and internet.Fluency in English is required.COMPETENCIESDemonstrated ability to work both independently and within a team, assess priorities, and manage a variety of activities with attention to detail.Integrity, and friendly approachability.Able to maintain a high level of confidentiality.Demonstrated ability to gain the trust, and confidence of colleagues to handle confidential matters discreetly, and have experience in conflict resolution.Ability to competently assess priorities;
