About The IHRBThe Irish Horseracing Regulatory Board (IHRB) is the independent, all-island body responsible for regulating Irish horseracing. Established under the Horse Racing Ireland Act 2016, the IHRB is entrusted with enforcing the Rules of Racing, licensing industry participants, regulating anti-doping and handicapping, and representing Irish racing internationally. The IHRB supports a €2.46 billion industry employing over 30,000 people, with approximately 150 staff and officials, including a core team of 30 at headquarters and over 100 professional racing officials across the country. Our governance practices adhere to the Code of Practice for the Governance of State Bodies, and we operate under a formal service level agreement with Horse Racing Ireland (HRI).Job PurposeThis is a key regulatory administrative role providing administration support in relation to the Veterinary Department. The role reports into the Chief Veterinary Officer and Head of Anti-Doping or designate.Key ResponsibilitiesThe principal responsibilities of the role will be:Technical input into the Department's regulatory function with specific reference to the compliance with equine infectious disease, including,A review and clearance of digital equine influenza vaccination certification & administration of the IHRB's function as a Authorised Delegated Body for the purposes of horse movement. Organisation of Veterinary Department meetings, including the Board's Veterinary and Equine Welfare Committee. Administrative support for the Department's routine regulatory work on and off the racecourse, plus ongoing projects. Assisting the Licensing and Disciplinary teams in preparation for disciplinary cases with veterinary team involvement. Administration of the Department's audit function and responsibilities in relation to veterinary standards on and off the racecourse. Support for the Veterinary Training Officer including preparation and management of Veterinary training events and records. Administration of files for veterinary matters and maintenance of related databases. Production of correspondence, memos, presentations, reports and meeting packs. Administrative resilience for the Point-to-Point and Licensing teams. proficient in the use of Microsoft Office and other digital systemsEssential Qualifications And ExperienceA Level 6 (or higher) qualification in business management, administration, governance, or a related field. Experience in an administrative role, ideally in a regulated or public sector environment. Desirable Qualifications And ExperienceExperience in a state agency, regulatory body, or the horseracing/sports sector. Knowledge of the Horse Racing Ireland Act 2016 and/or the Rules of Racing. Familiarity with anti-doping, audit, or compliance processes. Experience with governance software or document management systems. Experience of working within the Irish Thoroughbred Industry. Experience of working with Thoroughbred Horses. Other Relevant QualitiesAdaptability: Comfortable in a fast-paced, evolving environment.
