Regulatory Expert (Energy Sector) – EthiopiaLocation: Addis Ababa, EthiopiaDuration: 4–5 months (over a 6-month period)This role is open to Ethiopian nationals onlyWe are seeking an experienced Regulatory Expert to support an institutional and regulatory strengthening project for the Petroleum and Energy Authority (PEA). The expert will work under the supervision of the Team Leader and play a key role in reviewing, assessing, and prioritising regulatory reforms for Ethiopia’s electricity sector.Key Responsibilities:Review and assess the current legal and institutional framework of PEA.Identify priority areas for regulatory improvements (economic regulation, technical regulation, consumer protection, energy efficiency, etc.).Lead consultations with sector stakeholders including EEP, EEU, private sector associations, civil society, and development partners.Assess institutional capacity and identify gaps.Develop a capacity strengthening strategy for PEA to effectively carry out its regulatory mandate.Required Qualifications:Master’s degree in Regulatory Economics, Power Economics, Electrical Engineering, or related field.Minimum 9 years professional experience, including:At least 7 years working directly in electricity sector regulation.Experience participating in at least two similar regulatory or institutional assessment studies.Strong understanding of the Ethiopian energy sector context.Excellent written and spoken English.
