Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

About The MissionSolidarités International operates in Syria since 2013 with a very diversified programs portfolio in Hassake & Raqqa (NES), Aleppo and Idlieb (NWS) governorates. To achieve its humanitarian objectives the mission employs 350 staffs and developed meaningful partnerships with international and local NGOs. In NES, SI is one of the leading agencies in the WASH sector, responding to emergencies, protracted situations and recovery needs. The strategy is complemented with a significant FSL component, addressing market rehabilitations, business development and agriculture.

In NWS, SI operates in Idleb and Nothern-Aleppo with large WASH programs, with a focus in camps settings for IDP populations, and rehabilitation programs, especially after the earthquake. SI also responds to new emergencies, including regular displacements, natural disasters and epidemics. SI is also heavily involved in humanitarian coordination, both at strategic and technical level with relevant fora and stakeholders, including key donors. Since regime's change, SI is redefining it operational model as well as well as its geographical scope and programmatic priorities.

The organizational set up is being deeply reviewed with a Damascus-based coordination office, the reshaping of the base level structure. Assessments are being carried out in new areas including rural Damascus, South, Aleppo and Hama and new partnerships are being envisioned. This is to ensure relevance and efficiency, maximize impact through secured access and more generally ensuring the mission remains fit for purpose in a quickly evolving environment. And this on-going transformation will be at the core of the new CD responsibilities.

Objective Of This PositionThe Deputy Supply Coordinator supports the Log/Supply Coordinator in overseeing the mission’s procurement and supply activities. They are responsible for capitalizing all information related to procurement and supply processes, ensuring consistency and compliance. Additionally, they supervise and train supply staff on all relevant procedures to strengthen team capacity. In the absence of the Supply Coordinator, the Deputy assumes full responsibility for the role’s functions, ensuring continuity of operations. List Of Main TasksHe supervised order handling for the mission and the implementation of the procurement process.

Participate in the analysis of the purchasing environment at the national and regional level in close collaboration with the Supply coordinator. Participate in controlling SI purchasing procedures and compliance with donors' funding rules and regulations. Take part in drawing up call-for-tender documents when the purchase base is Erbil, Amman or Gaziantep. Select suppliers and negotiate prices, deadlines, and delivery modes when the purchase base is Erbil, Amman or GaziantepEnsure monitoring of the suppliers' relationships. Review the valid customs procedures and documentation (import-export, tax exemptions) in the country of intervention.

Receive and verify purchase files and framework dossiers prepared on LINK (internal ERP) sent by the supply managers before transmission to the Supply Coordinator. Link with Finance Department to ensure payments to the Suppliers are properly managed when the purchase base is ERS, AMM or GZT. Support the Log/Supply Coordinator in setting up new framework agreements in ERS, AMM or GZT to support the base's procurement.

In close collaboration with the Log/Supply Coordinator, participates to the validation of procurement tables and purchase schedulesConduct the market assessment at the national and regional level together with the supply supervisor in GZT and supply support in AMM. In close collaboration with the Log/Supply Coordinator, he participates in purchases of durable equipment according to Solidarites International standards and has them validated by the headquarters Desk logistician. Follow the delivery of Paris purchases (to bases through ERS, AMM or GZT). Monitoring shipmentsGive full support to the Supply Coordinator in monitoring national and international shipments linked to base purchases.

Oversee the customs clearance procedures and customs clearance of imported material with close cooperation with the SI Logisticians in Erbil, Amman and Gaziantep and with NWS and NES Log Managers. Human resource managementAppraise personnel under direct supervision. Upon request from the Log/Supply Coordinator, organize training workshops related to procurement and purchase procedures. Support supply supervisor and officer/s with their tasks and objectives. Reporting/capitalizationUpdate validation FU weekly. Ensure that price and supplier files are compiled and regularly updated. Participate in base meetings related to supply.

Represent Solidarites International when required and/or delegated to do so with suppliers and local authorities. Ensure that all supply documents and SoP are properly archived on Sharepoint. Participate in the preparation of hard archives shipment to HQ.
