Our expertise spans multi-year monitoring, risk-based assessments, and data-driven analysis for major international donors, ensuring accountability and value-for-money in grant implementation. BackgroundSLM is preparing a proposal in response to UNOPS's Request for Proposals for Third-Party Monitoring Agent (TPMA) to conduct independent field monitoring of projects implemented by UNOPS's partners across Myanmar.

The TPMA is needed to bridge this gap by providing independent oversight, verifying project results, and ensuring quality and accountability. The work will involve a mix of quantitative and qualitative methods, such as direct observation, focus group discussions, and key informant interviews. Position SummaryThe Field Level Data Collector is the frontline role for the third-party monitoring project, responsible for carrying out on-the-ground data collection and verification in remote and often access-restricted communities. This role requires traveling to project sites to conduct independent assessments of project activities, processes, and outputs, ensuring that data is collected accurately and ethically.

The monitor must be able to operate safely and with a low profile in complex environments. Key ResponsibilitiesConduct field monitoring using a variety of qualitative and quantitative methods, including direct observation, focus group discussions, key informant interviews, and reviews of project records. Consult directly with beneficiaries and community members to gather feedback on the quality and timeliness of project activities. Conduct on-site verification of implementing partner reports and outputs by cross-checking with primary data. Perform spot checks on the distribution of cash and commodities, as well as technical inspections of community infrastructure works to assess quality and completion.

Monitor and report on the implementation of environmental and social (E&S) risk management requirements, including health and safety, and grievance mechanisms. Provide immediate, real-time feedback to the Field Team Coordinator on critical issues, including safety concerns, gender-based violence, or other violations. Strictly adhere to ethical principles, including ensuring the confidentiality of informants and obtaining informed consent before any interview or discussion. Required Qualifications And ExperienceSkills and ExpertiseMust speak the local languages and/or ethnic dialects of the assigned monitoring area. Must have a deep understanding of the local contexts of the assigned monitoring area.

Should have relevant expertise in project monitoring. Experience or background in community infrastructure, livelihoods, and/or environmental and social safeguards is a significant asset. Personal AttributesMust be able to access project locations as safely and with as low a profile as possible. Ideally located in or near the project townships to facilitate regular and discreet access. NationalityMust be a Myanmar National.
