PURPOSE OF THE JOB The RSY Project Track Sub-System Manager is responsible for the management and successful completion of cross-functional activities leading to the delivery of the Haifa-Nazareth LRT project Track worksfulfilling both customer needs a nd committed Quality Cost Delivery Performance (QCDP) objectives. Manage cross-functionally sub-system level stakeholders, activities and deliverables and make needed arbitration (engineering, product x process, Make or Buy, Costs, Milestones, Interfaces, …) to reach QCDP commitment Coordinate sub-system activities with other project stakeholders including integration teams other sub-systems and project level functions. Region/Site Project OrganizationProject Core Team Reports directly to: Project Director Direct reports: “Dotted line reporting”: Track Works Sub-system core team Network & Links Internal Project Core Team Integration level team Other sub-systems stakeholders External Suppliers Customers (if applicable) Other external stakeholders (facility providers, ISA, …) Ke y Responsibilities: Project Execution & Strategy Apply and adapt the overall project strategy to the Track sub-system scope. Ensure alignment with contractual commitments and internal targets. Proactively manage risks, opportunities, and deviations impacting project objectives. Sub-System Leadership Lead and coordinate all activities related to the Track sub-system from requirements capture to final delivery. Ensure compliance with Alstom’s standards, including EHS, Quality, Railway Safety, and Ethics. Cascade QCDP objectives to team members and ensure accountability. Planning & Control Develop and manage the sub-system work breakdown structure (WBS). Monitor scope, schedule, resources, cost, and risks. Drive consistent execution across engineering, procurement, supply chain, and RAMS. Stakeholder Management Act as the primary interface for sub-system-related matters with internal and external stakeholders. Coordinate with integration teams, other sub-systems, and project-level functions. Manage suppliers and ensure alignment with project milestones. Reporting & Governance Provide transparent reporting on sub-system performance and KPIs. Support project governance through regular reviews and documentation. Performance measurements: Delivery of the Track Works sub-system in accordance with QCD targets (QCD KPIs) and all contractual requirements Gate review on time Compliance with Project Strategy according to defined contractual and Project commitments and targets, as allocated to the Track Works sub-system. Main Required Competences Educational Requirements Mandatory: Master degree or bachelor degree Desirable: IPMA level D (or equivalent) Qualifications & Skills: Engineering degree or equivalent experience in railway infrastructure or systems. Proven experience in managing complex sub-systems in large-scale infrastructure or transportation projects. Strong leadership, communication, and stakeholder management skills. Familiarity with project management methodologies and tools (e.g., PMM, Primavera, MS Project). Competencies & Skills Coordination skills Good communication skills Result oriented Knowledge of Project management processes Capacity to coordinate and ensure collaboration of multi-site/multi-functional teams The position is located in Israel, with arrival in the northern region
